I am sure either the Police Act or the Local Government Act (or both) must prescribe the authority of municipal councils in regards to policing.

Coincillor Isitt formerly stated council has no jurisdiction over what VicPD does or doesn’t do. But now council is advocating for control over what police do or don’t do.

Hi don't know who here is on facebook and twitter, but Save Beacon Hill Park is becoming more formal in its efforts to restore the park and demand that it be used appropriately so that everyone can feel safe. At a committee of the whole meeting Thursday, Mayor Lisa Helps said it’s “ridiculous” that the city is on the hook for the full $81,000 a month, despite drastically reduced ridership in Victoria.
The low youth ridership in June means the city spent $130 per youth issued a pass, well above the regular $45 cost of a monthly pass.
Council watchdog Stan Bartlett of Grumpy Taxpayers of Greater Victoria said the youth-bus-pass pilot project is the latest example of city council straying outside its mandate with expensive consequences.
Is anyone surprised? It was ridiculous to think that all youth would want to ride the bus to begin with.
Can you imagine how much of a mess it would be if the city was successful in getting the other municipalities to buy free bus passes as well. And to think they wanted to buy a free bus pass for all age groups. It's these types of stunts that will endure amalgamation will never happen.
The bus-pass program is funded through parking fees collected from on-street meters on Sundays, but so far, that revenue has not been enough to fully cover the cost. The balance is funded through the city’s contingency fund.
Does anyone know how much is left in the contingency fund? This council will have drained it dry and there won't be a contingency fund if they waste it on sillyness.

Nope. They are drunk on ideology.
Even before Covid we have an issue with empty buses driving around for portions of the day. I am not sure how that helps with "sustainable transportation and climate action"
Coun. Jeremy Loveday said the free-bus-pass program is in line with the city’s goals for sustainable transportation and climate action, but the revised agreement with B.C. Transit takes into account the unpredictable nature of the economic recovery, and uncertainty about whether youth will be attending school in person or online come September.

You know the answer Nparker . When was the last time council said we’re listening to the wants and need of the majority of our taxpaying citizens right now . Or we’ve decided to change our focus because X wasn’t working the way we hoped it would .No municipality wants to amalgamate with COV take on the debt of waisted pet projects and expensive campaign promises over and over again .Nothing they do surprise me any more .

Council doesn't but the Mayor does and she has made that clear many times. Helps is co-chair of the police board with Desjardins and they are supposed to be taking turns acting as spokesperson and chair. How many times have you seen Desjardins commenting or acting like she has anything to do with the board?
I saw the interview yesterday when Helps said there was nothing the City could do. She was answering a question about why the City isn't helping businesses impacted by crime in Gorge-Burnside. Her answer was that legally the City was not permitted to give money to business. Strange that that is the only solution she could think of for helping business. She has created a whole task force for helping her campaign donors and friends downtown. Bylaw enforcement has no issues issuing fines to other businesses who don't follow the rules, you think that a few fines to motels might smarten the 'owners' up a little. The cops seem to always find officers to patrol areas where crime has embarrassed the Mayor.

Apparently Helps' twitter has disappeared due to negative comments about her Maritime Hub. I wish I'd seen the comments which led her to this lowly state.

now is she going to go on the news and call twitter an echo chamber of negativity too just like she did facebook (along with speaking negatively of those who use the platform)
or is she just pulling an Issitt? shut it down when the posts don't go your way.. then after the air clears put it back up like nothing happened

They went too far. We've reached the tipping point - where people are standing up and uniting to say, this isn't good enough. Crime isn't okay. Degradation of public spaces isn't okay. Feeling unsafe in public spaces isn't okay. Telling businesses and citizens that "there's nothing the city can do" isn't okay - particularly when its the acts and omissions of the city that has led us to where we're at. With the campers on Dallas Road, they started enforcing the bylaws before there was motivation to organize. They failed to do that with Beacon Hill and because everything has been so mismanaged, the one thing that they used to have as an upper hand (organized SJWs) is crumbling as the opposition (unelected) is now doing just that. Being told you don't matter, that your petitions and letters don't matter, that you are irrelevant is a heck of a way to cause people to stand up and demonstrate just how relevant they are.
