If the desired land use to be rezoned to meets the OCP use and density the City can waive a public hearing as the OCP adoption has already undergone a public process. The only notification requirement in this case is newspaper ads. As I mentioned in another thread they are usually loathe to do this because of the political hit. As I understand it the City is lobbying the province (I think through current UBCM discussion) regarding changing the legislation to actually remove public hearing processes in some cases such that Council doesn't have to be the bad guy. I'd be surprised if they get their way given that they already have the option and that the province enjoys stepping into municipal politics almost as much as cats like water, but we'll see.
I'm of two minds with it. I'm in agreement that we have a severe housing shortage in the Town, but I don't think volume is the only answer. If you want affordable housing, you need to designate and create affordability components for buildings, and build purpose built rental to remove speculation in those units. Affordable housing doesn't require a rezoning; residential is residential. If we want to grow the city in a big way, yeah remove public processes and build more and more. But, at least be honest about your intentions and your fears.
The city should be relying on the OCP process - and it should be a document that is under review at regular (5 year intervals). Designating and creating affordability is more challenging than it first appears without adopting broad policy changes that mitigate the underlying factors that are driving a lack of affordability. Residential zoning, is not residential zoning - and there's a lot of variability as to what is or is not permitted in a given zoning. Some residential zoning only permits single family housing with accessory suites, other residential zoning allows for higher density (townhouses, low rises, and high rising), and then there's mixed use zoning. Overall some flexibility might be a good thing where if certain conditions are met (ie. an area density target - that would enable a low rise townhouse or apartment to be built if land is available) - and its consistent with the OCP, it should be relatively easy to proceed. If the project is a dramatic departure from from the OCP - it really shouldn't be allowed (ie. work towards changing the OCP rather than spot zoning). Generally speaking an approach that creates healthy market conditions for affordability should be preferred over an approach that imposes affordability in an artificial way (ie. rent controls or social housing). However, those are largely policy tools well outside the realm of a city council's purview - which should focus on the issues of zoning, and building permits/costs. Ironically, some of the lowest land costs (price per acre) is likely to be found where density is most prohibited (ie. land in the ALR, uplands with large minimum lot sizes, etc.).

I don't blame them. The advertiser model clearly wasn't working and their founder probably wasn't too interested in continuing to bankroll a loss making venture. Now that they are member driven it only makes sense for them to focus on issues and topics of interest to those members.

Sadly likely. I guess if Zuckerberg or whoever owns it wants puff pieces to play to the base of certain politicians he certainly coudn't have found an editor more willing to cast off the idea of things like "objectivity" and "journalism" than the guy they now have.
Read a recent interaction he had with Counc Dubow on social media and was taken aback by the way the editor fawned and gushed over him like a starry eyed groupie. But whatever sells.

Anyone else see the irony of Ben telling the tow truck driver he doesn’t have to work in a unsafe environment , to just go home .

His last antics will grow a small but devoted base. If he (and TV) can direct election preparations to make it easier for UVIC students than seniors and families to vote (without bending so far past the vulnerable excuse for elections BC) he has a chance.
