This writer ever been to Pike Place Market in Seattle? Seems very successful to me. Also, only some areas have natural light there, most of it doesn't. 

The Granville Island public market? Some high up windows, but lots of natural light? eh, not really.

Comparing Victoria to Seattle, Vancouver and Toronto for the success of the market is not good.

I’ve been to ALL THREE. They need more population than we have.
