I would imagine that even closing the park intersection would make a difference in some capacity.
Probably the biggest issue right now is the intersection at West Shore. Southbound would become a freeway right from Bamberton. Northbound would have congestion at the ice cream mountain zipper merge, though.

By the time that could happen Nanaimo will be a smart citiy and no one will be able to leave their 15 minute sector unless their social credit is high enough greatly reducing the need for freeways.
