presumably they want to hire lots more workers.
not sure why they can't just use regular city staffers already on payroll.
Why would they need more workers, they expecting more people to be voting?

Heard a few minutes of Geoff Young being interviewed on cfax this morning. I don’t agree with his reasoning about CS camping, but he made one thing perfectly clear regarding the by-election. The main issue is daytime camping. Only one vote is necessary to reinstate the bylaw (unless, of course, they change their minds again.)
This will provide voters with a clear choice at the election, assuming one of the candidates pledges to be that vote.
As for me, the one who makes that pledge and doesn’t obscure it with conditions, BS and bafflegab gets my support.

The report states that the huge number of voters in Victoria makes it very difficult to plan an election. I guess none of them noticed that the Province of NB held an election today and it seemed to go off without too much of an issue.
As I said before, lots of people are very comfortable with the status quo and are in no rush to see it change.

So here's the golden paragraph: "Timelines are challenging to predict and typical election planning for voting tends to stay away from holidays. It is possible that a by-election may not be able to be safely planned and delivered until Q1 of 2021."
They also estimate the $170,000 budget, of which $90,000 had already been spent for the April 4th by-election and some of it can be put towards a future by-election, will be significantly short of the budget for a by-election during a pandemic.
Whoa boy.

I speculated this a few weeks back that at least one member of council would make a Provincial or perhaps even Federal run and that the delay was to avoid another bi-election. The Mayor is the one who sets the agenda remember.
So if we do have another person whose very small shoes we need to fill, what are the chances that additional councilors will call it a day and quit? Wouldn't it be something if our bi-election winds up having to fill 3-4 positions!

Is there a minimum number of councillors the city must have before a by-election becomes essential? I appreciate that the CoV could probably function just as well as it does now with only one councillor, but I suspect there must be some sort of rules against that.

Unless there's a drastic and immediate change in the direction council is taking, I can't see that public sentiment changing by delaying the by-election.

How is it necessary to need more time to plan a City by-election than to hold the US presidential election with a turnout in excess of a hundred million voters? Anytime American politics is able to function more efficiently, it speaks to how broken our City's governance is.
