Yes, but I think one of the things that was impacting Da Tandoor in an immediate sense was foundation problems- the building had an inadequate foundation for the soil conditions and, as a result, the floors in there weren't level and some portions of the building's interior were 'sloped', IIRC. I do not know if similar issues are impacting the "Sally Bun" building or not, but I would imagine that - if they are- the cost to repair would be substantial even before you get to seismic retrofitting.
