For starters there are height limits in the missing middle housing initiative. It’s a maximum of three storeys on corner lots and two-and-a-half-storeys on interior lots. This question brings up a philosophical question though: Why should past housing forms dictate and guide future housing forms?**1 If the volume metric form of the building is in line with what’s already there, why do we care about how many homes are in it?”**2
**1 - Past housing form should guide future housing forms because we paid a premium to buy in a neighbourhood zoned for a particular density. We do not expect that to change rapidly, or by blanket decree. Neither do the folks in South Oak Bay, Uplands, Broadmead, Dean Park. Etc.
**2 - Partly we care about how many homes are in it is because of parking and general neighbourhood cohesion.

There’s a reason why we entrust this task to municipal councillors. Only they are close enough to keep in touch with local sentiment. Only they have an immediate enough relationship with the communities they represent to speak knowledgeably on their behalf.
This is one of the main reasons why we have local governments.
Eby’s frustration with slow moving action on the housing front is understandable. There is indeed NIMBYism at work.
Yet as a minister with province-wide responsibilities, his inevitable distance from the local scene renders him very nearly the last person who should be dictating community zoning.

Big deal, so the people who live in the house are extremely tall, hence the much taller doors and windows compared to the other buildings. Last time I checked I'm pretty sure 16-foot ceilings were standard equipment in the luxuriously opulent SFDs that you see everywhere in the CoV's neighbourhoods. Next you'll be complaining because the front stairs are basically the same on all the buildings. (which is obviously because the very tall & very selfish SFD homeowners also happen to have normal-length legs and normal-size feet)

Seriously though, how many residential buildings are there in Victoria that bear any resemblance to the one second from right? Is that supposed to be a hundred-year-old apartment block? Or maybe a commercial-to-residential conversion? Meanwhile, there's no trace of the long lowrise apartment blocks that actually do prevail in Victoria's residential scene, to the tune of hundreds of examples. If this graphic were accurate there would be one 4-story building stretching from the house on the left all the way to the tower on the right.
