New Zoning Rules in BC (TOD)

TOA Type 2 for Victoria, BC, the Transit Oriented Development (TOD) Policy Framework aims to enhance urban density and promote the use of public transit by setting specific development guidelines around bus exchanges:

  • Within 200 meters of a bus exchange, new developments can reach a Floor Area Ratio (FAR) of up to 3.5, allowing for quite dense construction relative to the size of the land parcel. Buildings in this zone can be constructed up to 10 stories high, generally characterized as mid-rise structures.

  • From 201 to 400 meters away, the allowable density decreases with a maximum FAR of 2.5. In this slightly less dense band, the building height is capped at 6 stories, suitable for low-rise buildings or townhouses.

This policy encourages a walkable community around transit hubs, with a gradual transition from denser and taller buildings close to the bus exchanges to less dense and lower-rise structures as one moves away, supporting a mixed-use, transit-friendly urban environment.

I guess the question is what they consider a bus exchange.  Some of ours are a bit funny. 

 

 

This would be 400m from Royal Oak Exchange.

How is a 'minimum' defined as 'up to x'????

If they count this as the Saanichton Exchange, all this SFD area is ripe for new housing.

How is a 'minimum' defined as 'up to x'????

By using the same logic that says the federal Liberals were given a mandate to govern Canada in the last election.

Minimum height/FSR that a municipality can impose on an area, you're free to build shorter.

What’s the point of this exercise then?

 

In most cases a developer will choose the biggest project.  Especially since the decision is now no longer the municipalities.

District Planning is about changing the way Edmonton plans and supports development and growth to move us closer to our vision for a more connected, prosperous, healthy and climate-resilient city of 2-million people.

The District Planning project is not about restricting movement, monitoring people or tracking an individual’s carbon emissions.

The project has 3 main components:

Creating 2 new planning tools, the District Policy and 15 district plans, to prepare Edmonton for The City Plan’s next 1.25 million population milestone
Simplifying our land use policies by recommending geographic plans to keep, change or retire
Identifying future work priorities following the project’s completion

A couple of years ago you'd never see an acknowledgement of that undercurrent of social thinking. Are they being accused of pursuing movement restrictions, monitoring people and tracking people's carbon emissions to such a degree, that they have to identify they aren't?

A couple of years ago you'd never see an acknowledgement of that undercurrent of social thinking. Are they being accused of pursuing movement restrictions, monitoring people and tracking people's carbon emissions to such a degree, that they have to identify they aren't?

What are people supposed to think when the "15 minute city" is being implemented globally yet represented as a grass roots local problem-solution?

From a Starbucks on every corner of every place, to the same urban planning of every place, just down the road.

What’s so funny about this is it’s Edmonton, though. The most car-centric place I’ve ever lived in.

Edmonton also has the kind of weather nearly half the year that makes even 15 minutes outside seem like torture.

Oh yeah, There were protests against it (fairly small but definitely visible) on the corner of Whyte Ave and Gateway Blv. Every weekend in the Spring of 2023. People shouting that the government was going to make it illegal for you to travel more than 15 minutes away from your home, unless you bought a permit. It was all very unhinged.
