Victoria - 1550 people per sq. km.
Dude, Victoria city is more than 4,700 per square km. Even Oak Bay is over 1,700 per square km. Esquimalt is around 2,500.
In other words, Mr. Galiano is right to want to rethink urban. Victoria's municipalities have gone cuckoo bananas with super crazy, over-the-top, unsustainable & unmanageable ultra-high density.

People experiencing homelessness in Saanich now have access to 52 new homes with support services 24 hours a day, seven days a week thanks to a partnership between the Province, through BC Housing, the federal government, and the Capital Regional District (CRD).
Our Place Society will operate the site at 2933, 2941 and 2949 Albina St. providing services that include: security, life-skills training, employment assistance and counselling, physical and mental-health resources, meals, and referrals to addiction treatment and recovery services.
The development is funded with $11.5 million through the Province’s Building BC: Supportive Housing Fund and $6.9 million from the federal Rapid Housing Initiative. The Province is also providing approximately $1.26 million in annual operating funding.
The five-storey modular building features four fully accessible studio suites. The site also includes an amenity space for residents, office space for staff and a secure outdoor gathering area.

A 52-unit modular housing project in Saanich is set to open by the end of this month, providing permanent homes to people currently living in hotel rooms.
The building in the 2900 block of Albina Street, operated by Our Place Society, will welcome residents from the former Howard Johnson hotel on Gorge Road East, along with the support staff who have been working in the latter site. Residents have had a couple of years to find some stability in their temporary rooms, and the move will give them more security knowing they have a permanent home, said Grant McKenzie, director of communications at Our Place.

The federal government provided $6.9 million in funding and the province put up $11.5 million. The province will pay about $1.25 million in annual operating costs.
So $18.4 million. / 52 units is $353,000 each. And it'll cost $24,000 per year per unit to "operate" ie. staff to babysit the junkies.

They have been recruiting for a few weeks. Usually they don't make their efforts public as they want to keep the volunteers to believers. I can imagine that there is not a big rush of people wanting to go out in the dark to find homeless people and ask them questions.
Having said that, the count is again being seeded with people who will collect inside info to counter the BS they report 5 months after the fact.

Former mayor Lisa Helps said that building a community centre at 926 and 930 Pandora Avenue would help revitalize the area and was one of the main reasons for the land purchase, according to a 2021 article in the Times Colonist.
The proposed community centre—meant to be run jointly by the NPNA and the Downtown Residents Association—would have 36 child-care spaces as well as a gym. Currently both neighbourhoods are without community centres.
The NPNA no longer sees the location as a viable space, Murray said, adding that staffing concerns and the complexity of the issues in the area would make it difficult to run a successful community centre.
“A lot of people avoid that area because they do have feelings of unsafety,” Murray said.
“We don’t foresee seniors being comfortable going there for senior yoga, [as well as] parent-and-tot groups,” Murray added. “If we can’t have those really basic community centre amenities, it’s not the right space.”
The two neighbourhood associations had spent six months looking at options, and visiting other community centres—both in Greater Victoria and Vancouver’s Downtown Eastside—to get a sense of what was possible.
