Ah. I see the yearly new recruits to Pandora have arrived from across Canada. The word is not out about any heightened enforcement and there's still loads of free services here for anyone across Canada.

With the World Cup coming next to Vancouver and Toronto I suspect this will be one of our worst years ever for Pandora, Johnson and Douglas. You can already see the expansion, it's like a rotting core on Pandora that's slowly moving outwards. Problem is, once they arrive here, they are not likely to leave!

They should have never put the services on Pandora so close together and close to downtown - and now with everyone seeing the size of the issue, it won't be able to be moved anywhere else that isn't in the middle of nowhere. CoV really painted themselves in a corner here.

Taken right around 1PM by a member of the public.

This is what you’re having to walk over and around when exiting busses downtown. Note the one person passed out behind the man sitting up.

“A lot of new faces. Lots of new faces,” says Kirk Wilson, who manages an apartment building on North Cowichan’s Lewis Street. Wilson says Lewis Street is once again filling up with unhoused people, and many are coming from out of town.

 “And it’s scary… I am definitely worried because I’ve spoken to a few and they have been coming from Vancouver, Ladysmith, Victoria,” he says.

“Yeah everyday. A new face and it’s sad,” says Eddie Peter who is living unhoused near Lewis Street, and is originally from Alaska.

Peter says he is worried about the number of young people he’s seeing on Duncan and North Cowichan streets.

If homeless people are truly actually leaving Victoria in the warmer months to go to Cowichan, then I'd call that a success for any additional enforcement going on here.

 

It's just like water and electricity, and will always prefer the path of least resistance.

 

It sounds counter intuitive, but it will actually help those experiencing homelessness that are from here as it deters new folks away and keep services available instead of always overwhelmed and expanding.

It is only going to get worse. I know a few younger people working and living in cars. Also chatted with my taxi driver the other day and we got onto Uber and he was mentioning that many Uber drivers live in their cars. With the robot revolution coming there will be more unemployed in the short term too. More $999,999.99 missing middle houses won't address this at all.

...And then there’s this other dark belly of non-community members who are coming into our town with weapons. I mean, we had a death here. 

 

Since forever we've been conditioned to accept the premise that bad people and bad things are new arrivals, they're outsiders intruding on the local scene (whichever locale we happen to be talking about) for the first time, because they only just now discovered that [insert city/town here] existed and could potentially be profitable for them.

Anyway, yet another article about the capacity of troubled people to move around from place to place. It's a potential which alternates between "easy, happens all the time" and "impossible, never happens", depending on the political narratives and academic nonsense that happens to be in play at any given moment.

This is what I'm saying. Why does Hawaii have a huge population of homeless people who were originally from the continental USA and elsewhere? People move around.

Paul Fletcher walked into a usually lush Somenos Marsh Tuesday, but what he found was hardly recognizable. Large homeless camps have now cleared trees and native species to make room for living rough.

“This is my first time ever being right in the camp. It’s shocking. It’s well established. I mean they’ve got dug out trails, they’ve got armchairs, a toilet. Yeah, it’s hard,” says Fletcher who is the executive director of the Somenos Marsh Wildlife Society.

The society has spent hundreds of volunteer hours restoring the nature-filled area that spans over 200 hectares of North Cowichan.

The majority of those "homeless" are workless and drug addicted. They don't belong in encampments or on the street, they belong in institutions with or without their consent. No drugs, no private rooms, no smoking, no drinking, counselling for those still lucid enough to receive it.

There is nothing compassionate about letting them live this way.

Absolutely agree!
This so called personal freedom of choice is really a life sentence for those that struggle in our society. The need assistance whether they want it or not.
And, the general lack of accountability in society as a whole only breeds this kind of mind set. A lack of structure breeds nothing but freedom to destroy one’s self

I have a different take. They should be free to live as they please. Jut not harm to others. And what is going on is a huge harm.  No need to lock anyone away because they don't want to partake in the system. Or even for being an addict. The reason to lock someone up is because of their actions that harm others.

By taking that stance you are placing the onus on a person who is already turning to drugs,alcohol, or sufferers from mental issues to act responsibly within the confines of society.
They have already proven that they cannot and require society to assist them. That is fine but society as a whole should do that with stringent guidelines that are adhered to.
In other words “ if you can’t do it yourself then society will do it for you.”
