They've identified the California building considered for warehousing the homeless: an unused FAA building designed by the famous modernist architect Cesar Pelli. It's located in a residential/industrial neighbourhood so there are no nearby stores or employment opportunities.
One lesson we've learned is when you do this, you create a concentration of crime. Also, the building gets slowly destroyed. Imagine the Johnson Street building x10. Thousands of people.
