Nah, I just did some crude cutting and pasting in Photoshop last night to see what might work. It seemed like major buildings could relate well enough in the direction of Laurel Point but not so much in the other direction.

See, I'm thinking this area would work better as a more balanced mixed-use waterfront district of smaller buildings than it would as a vast waterfront space anchored by an all-or-nothing showpiece building at one end (although I agree that the Laurel Point end is where the tallest building(s) should be).
Give me a couple of these:
...or maybe one of these:
...along with one of these:
...and maybe finish it off with a small heritage building that never was, like the Sticky Wicket:
...or maybe a meticulous & high-quality recreation of one of Victoria's actual lost buildings:
Add a dynamic/illuminated fountain park that can attract Victorians as well as tourists and there you go. Minimal risk, because all of your eggs aren't in one basket. It works as the sum of the various parts and not as one singular/enormous new thing plunked into the inner harbour milieu.
Just make it an extension of the actual city. Don't overthink it and feel obligated to stick something exceptional there like a conference centre or a major hotel or whatever. I think people worry that if they don't do something HUGE then they've squandered the high-profile site. Don't worry about it. Just relax and do something that works.
Dare I say it, but a casino might work here if it could be squeezed into this scene somehow.

I removed my compliment to Bremerton before aastra gives me crap for suggesting Victoria should ever take inspiration from a smaller city. But I still like their fountain park.

Speaking of buildings right on the water's edge, how about assembling a small collection of (relocated) Victorian houses and dolling them up? Give the Gatsby mansion some company on the water side of Belleville.

Tourism Victoria is also donating $1 million over 11 years toward building the David Foster Harbour Pathway, which is being integrated into the continuing plans to upgrade the Belleville Street Terminal.
Helps is hoping that the combination of city and Tourism Victoria contributions to the pathway and terminal will spur support from the federal and provincial governments.

Yes. It's an add-on to the PST, so the provincial government collects it, returns it to the local government, who then turns it over to the tourist authority.
