There was a lot of community input leading up to the hiring of Penny Ballantyne. I doubt we'll see a return to that level of public consultation this time around. The hiring process will be a true test of the City's promise of openness and communication.

Good question. When an employee resigns are they still entitled to a severance package?

John Burrows, president of CUPE Local 50 representing city workers, said he was surprised by Stephens’ resignation and speculated her departure might be related to the $92.8-million Johnson Street Bridge replacement project.

A group of citizens called for an independent inquiry in March after a freedom of information request produced a memo suggesting Stephens may have misled councillors in October 2011 about the bridge project being on budget.

“I’m surprised council, for one, would have extended her contract [a year ago] without any kind of review of the extension. It just happened,” Burrows said. “Now for her to tender her resignation, I can only assume it had something to do with the financial reporting about the bridge.”

At the October 2011 meeting, a month before the municipal election, Stephens told councillors the bridge replacement was still within its budget, then $77 million.

However, in August, the city’s acting assistant director of finance, Troy Restell, wrote the bridge project team a memo indicating bridge costs had risen an estimated $5.2 million to $82.2 million.

At the time, Stephens said she had questions about the validity of the numbers and wanted more information before taking anything to council.

The city released a statement saying Stephens had the full confidence of council, but sources say Stephens only managed to survive a confidence vote by five to four.

First Johnson Street Bridge project director Mike Lai suddenly leaves for Saanich and now Gail Stephens suddenly leaves for a museum job in Winnipeg.

I certainly hope this is not an indicator of things to come and tax payers do not find themselves with a $63 million bridge (now $93 million) costing $120 million.

I'm wondering about Bill's "source" for the apparent vote that took place in camera. Is someone violating his oath of office?

Ya, I kind of wondered the same thing. But I wasn't sure if the simple count of a vote will have to remain in confidence. I mean, when they go in-camera, we still get to know the YES/NO of a vote, does it matter that we also might know the 5-4 or 6-3 of the vote?

I'm curious to see if council gives the job to Peter Sparanese, then eliminates his current position and ~$225K in salary off the payroll.

I do have my doubts that someone so closely tied to the JSB would get a glowing recommendation from council.

So to recap:

 

  • Controversial Don Roughley, who was City Manager during the SOFMA era who resigned after 3 1/2 years.
  • Then came Joe Martignago in 2000 who left with 2 1/2 years remaining on his contract (by "mutual agreement" they say.
  • Police chief Paul Battersill was then appointed interim manager. He later left the police force under a cloud.
  • Then Penny Ballantyne in 2006--a breath of fresh air until the unexpected death of her husband two years later.
  • Then came Gail Stephens, who resigned this year following allegations of mishandling reports of the financial state of the new bridge.
  • Now comes Jason Johnson. Good luck and let's hope he doesn't repeat the mis-steps of some of his predecessors.

 

As mentioned earlier Saanich has had five City Managers over 50 years--for better or worse.

And thanks for the recap, Holden. To say that office is mired in controversy is an understatement. It's like Chicago in the 1920's.

Listening to Helps on CFAX this afternoon it sounds like Jocelyn Jenkins is the new defacto City Manager. Apparently the City is not recruiting for the role and Jocelyn is in the acting position to "see how it goes" (much like Del Manak I assume).

 

I wonder what the aversion is to actually posting these $250K+ positions and then looking at all of the options instead of just one?
