Millstream Overpass

I've been stuck in the fiasco that is the Millstream overpass on many occasions and have also seen alot of accidents on this overpass. So I decided to search the internet to see what other locations did for overpasses to improve traffic flow and I found this news article.

I thought to myself this would be a brilliant solution for Millstream as it wouldn't require much in the way of road work changes. So I emailed Langford with the link and got this reply back.

Thanks for your note below and the link to that very interesting and unique roundabout. I have to confess I have never seen one so detailed and unique.

 

We are continuing to work towards improving the traffic flow on Millstream Road however at this time the style of roundabout/approach that is shown in your link takes a very large amount of land and we could not possibly build that large of an approach at this location without having to remove many of the existing businesses.

Now I might be confused by this but I am not quite sure how she figures that design would take up any more space than what is currently used. And in fact seems to take up less space as it doesn't require that huge loop that is currently there.

 

Anyhow this was bugging me and I decided to share to see what other people thought.

Canadians can't handle that type of complexity.  That stuff doesn't work when "it's all about me".

Very intriguing design. Counter-intuitive for many people to drive on the 'wrong' side of the road. That article is from 2009, so I wonder what the result of the study was. Not sure how much of a difference it would make, as there are still lights to content with, but it does eliminate the left turns.

 

I agree on the space question. Doesn't look like it needs more space.

I think once the costco connection at Leigh Rd opens Millstream will improve a whole lot. If not well, at least westshore residents can use it.

Well it would make a huge difference because of the left hand turns since most of the backup on the overpass is people turning left to head towards Victoria.

The $2.1 million project will assist with traffic flow from a busy big-box store precinct while improving pedestrian and cycling infrastructure. Work is scheduled to complete by the end of April.

Note the new left turn lane from Costco to the TCH inbound to Victoria is done at the expense of the 2nd right turn from Vets Memorial Parkway northbound to TCH inbound to Victoria.

Another improvement to ease the congestion heading west and exiting the TCH onto Millstream would be changes to the second exit further west.

This would provide another way to access Costco and other stores via an overpass over the exit to the TCH heading west.

Wouldn’t that require a roadway that’s very, very steep? Costco is up quite a ways there.

Wouldn’t that require a roadway that’s very, very steep? Costco is up quite a ways there.

I think the grade could be maintained by carrying the road further north before leveling off near the Costco gas station.

You could also lower the exit road to the TCH to have the proper overpass clearance.

There are actually a ton of MoTI guidelines about where on and off ramps come from or go to.  They don't even like them going to or from collector roads.  This is part of the reason why an on-ramp from Burnside by the Colquitz stream was nixed as part of the McKenzie Interchange.

 

Into a parking lot is a definite no-go.

I still think the best way to alleviate the traffic issue here is a Costco on the peninsula.

Bingo, I hear what you’re saying. It would be great. I’m thinking of the Northbound exit off of the I-5 in Bellingham that takes you right to the Bellis Fair Mall’s parking lot. Very convenient.

There are off and on roads into parking lots at Malls in Victoria. 

An example is the ramp off of Blanshard to the upper level parking at Uptown. Another is the lane off of Vernon Ave. into the parking lot at Save-On-Foods.

Another way to ease congestion would have been to create some better pedestrian connectivity in the area so people might not drive from the Home Depot to the Tim’s To the market, and to Costco, then to Staples. If one could comfortably at least walk to Tim’s from the HD that would take some cars off the road. But NO PARKING IN MY LOT AND SHOPPING ELSEWHERE. This is the biggest flaw with this strip mall style development. They should force these developments to have easy connections.

I know sidewalks are new to Langford but the lack of walking is a result of design. Large parking in the centre with shops at the perimeter is flawed long term. It’s why downtown is a tourist draw. You can actually walk around...
This design flaw is then compounded when the neighboring mall makes it so you can’t just walk over to the other mall.

Walking to Costco in general is a pain. I met my mom there once, I took the 52 and got off at the Millstream stop just passed McCallum. The day I did that there was a "sidewalk closed" sign just by the rocks, no one in sight, I kept walking and finding a place as a pedestrian to enter Costco isn't fun. I ended up cutting through that garden by Staples. I get there wouldn't be a lot of people walking to Costco but would it be that bad to at least allow the possibility?
