A six-storey office building will front onto Douglas Street while the six-storey residential complex will front onto Burnside Road East.

A former hotel complex-turned social housing residence along Victoria’s upper Douglas Street corridor is eyed for redevelopment into a mixed-used, multi-phased affordable rental and commercial project, Citified has learned.

 
The 52-room Tally-Ho Hotel property spanning between the 500-block of Burnside Road East and the 3000-block of Douglas Street was acquired by BC Housing in the spring of 2017 for the purposes of converting the suites into supportive housing owned and managed by the Victoria Cool Aid Society. It has been operating in that capacity since early 2018.
  
Earlier this year Cool Aid, working with affordable housing builder TL Housing Solutions, unveiled plans to transform the nearly 60-year-old hotel and its adjacent parking lot (accessible via Burnside Road East) into a proposal dubbed Crosstown that would include over 150 affordable rental apartments, retail spaces and offices within two low-rise buildings. A special meeting will be held on January 21 to discuss general social housing issues in the neighbourhood with Cool Aid and other operators: 

 

Per the BGCN:

 

This special community meeting is an opportunity for community members to learn about a revised Community Commitment Agreement which outlines commitments from BC Housing and the operators of various shelters and supportive housing facilities to mitigate issues in the Burnside Gorge neighbourhood. The idea for an agreement was proposed by Minister Robinson in late 2017 in response to increasing  tensions in the neighbourhood. A Community Advisory Committee (CAC) was formed to develop the  agreement.

Also no helmet.  Most of these renderings lack helmets.

The public hearing was for rezoning and DP issuance. The rezoning applies to the whole site, the DP is for Phase 1. I believe the Temporary use permit allowing the old Tally-Ho to be used as transitional housing was also extended but not 100% sure on that.

TL Solutions and BC Housing tried to develop a project at the old Bay site 5 years ago when the BC Auditor stepped in.

 

“B.C. Housing was prepared to go forward with this project despite the fact there were significantly unresolved issues with respect to the project’s financial viability,” said the report. “Further, B.C. Housing management knew of these issues, but appeared undeterred in proceeding with the project."

 

The executive summary said auditors found the Townline-retained appraiser overstated the property value by approximately $900,000, leading to a public perception that the province was receiving a substantial discount on the announced $4 million land purchase
