I suppose it would give notice to the organizers to do what is necessary to abate the sound as much as possible at the next festival.

I sympathize with everybody and nobody.
You put a concert in a field in the middle of town you need to watch the noise.
You move into a neighbourhood with a field where concerts occasionally play then you need to put up with a little noise.
That being said, the music was pretty clear at Oak Bay Junction so I can imagine it was a bit on the loud side and I sure wouldn't want to be a migraine sufferer living next to it.

But they were shut down pretty early in the evenings though, weren't they? The last shows started at I believe 7:30 and must have been over by 9. That's not too bad.

With the 2014 Rifflandia Music Festival winding down tonight, the noise complaint issues that plagued previous years, seem to have been resolved.Marty, who lives across the street from Royal Athletic Parks, says this year has been much better."This year has been the complete opposite, there's been no hassle, everything has been well organized. They are shutting it down early enough, as far as the noise goes it's been really good."The festival goers seemed to be pleased and the earlier 9pm shutdown time hasn't hampered the overall product.

But we've heard from a source at City Hall that there were still significant complaints to police, and e-mails coming in to City Hall. Perhaps more so about the noise at Phillips Backyard, more than the park.
This festival brings in a lot of dollars. Making it a camping event in the middle of nowhere (like Pemberton or Squamish, Penticton) won't have nearly the economic impact.

From what I've been hearing around the hood in Vic West the music was heard clear as day several kilometers away. I face west and barely heard anything, though, so no complaints here

The noise most nights at my place was loudest just before 11:00. Things were definitely NOT shut down by 9:00.

Being able to hear it, and really being bothered by it more than just local traffic or sirens is another thing. We have an event here that is self-financed, has plenty of private security they pay for. I think it deserves a break as they fine-tune a new venue.

To be clear, if the later night noise issues from all venues can be resolved, I very much hope this festival will continue. I enjoy having it in my backyard, even if I have no interest in attending myself.

That's too bad then. I could definitely see the noise being annoying. Being annoyed is a part of life though. It's only one weekend of the year, and it otherwise seems to be a successful really well put together festival.

RAP was shut down by 9pm ^
RAP also had loads of room, at least the one night I was there (Friday). I think they could do a good-neighbour policy and let the adjacent two blocks perimeter in for free, with address ID.

I bet organizers thought Phillips was a perfect spot due to its semi industrial setting but they didn't take into account how easily sound travels along the water. Given the complaints generated they'll have to find a way to mitigate the noise or its over for that venue.

I wonder what is preventing the big night shows from going into the arena. Cost? Loss of beer revenue? Maybe both. Somebody made a lot of money off beer sales. I'm gonna guess each festival goer contributed at least $35 (total, over 3 days) in beer profit, on average. (Average spend for a nightclub goer is well under $30/night, and less people drink at Riff than your average nightclub). That's over $250k extra to pay for bands, venues, advertising and security.

In the arena aren't beer sales limited to Vancouver Island Brewery beers as far as local beer goes?

I like this event. It brings a lot of money to the city and does a great job of promoting the region to the youth in the Pacific Northwest and southwestern BC, but at the same time there has to be reciprocity otherwise those that are negatively impacted by the event will ensure it doesn't happen again or is severely scaled back -- and then we all lose out.

...I would like to explain to me how it actually impacted their life compared to regular traffic etc ...
I had zero problem with the noise until later in the evening. If the "Backyard" site had closed as early as RAP then there would have been no issue for me. However, each of the 3 nights the noise seemed increase after 10:00 PM and it was definitely louder and more sustained than usual city noises (sirens, traffic etc.). For instance, last night there was a sustained and very heavy bass sound that went on for several minutes...things in my home actually vibrated like a minor quake. I reiterate, have the organizers find a way to mitigate the later evening noise and I can see no problem with all existing venues continuing in the future.
