Totally differing markets and traffic demographics comparing Cowichan Station to Ontario maybe the OP can be more specific and share with us where she got her information from regarding the Cowichan Station "rumour"

I said it was a rumour, nothing more. Just heard it from a friend. I don't know where they heard it from.

...when I play bingo there is shop talk at every venue ive attended about the goings on
I've never been played...okay well perhaps at certain venues.

East of this building, sure, but the Ritz Hotel building and the little storefronts in between are well worth keeping and spiffing up. Just add levels behind/above the little buildings.
I really think Victorians should proceed with caution re: wiping out that "downtown neighbourhood" atmosphere around Fort and Blanshard and also further up Fort.

I heard a rumour that there are plans to build a Tim Hortons on the corner of Bench Rd and Trans Canada Hwy, just south of Duncan, where the old Galaxy Nightclub once stood.

I don't know what's going in there, but I've noticed over my last couple trips up island that this site is under construction.

Can confirm that there is a Tim Hortons being built here. Construction is well underway now, with most of the building all framed up. Should be open by end of summer I'd imagine.

Right! It's been underway for a little while now.
The Sooke location, on the other hand, appears to have stalled out. Work had begun at the site last December and to-date not much has changed.

People are also urinating inside the door of the cut through to the View street parking lot, inside the Van City bank machine area and inside the elevator (which is only open during business hours) that goes to those government offices. They’ve had to replace the carpet in there because of it. As for Tim Horton’s on Fort Work is slow, but last week they did install new ventilation on its roof to accommodate the food prep.
Maybe they need a grate that drains to the sanitary sewer system.
Or an attendant.
