The housing agreement bylaw simply states that the unit cannot be occupied by the Owner, or the immediate family of the Owner. There's no mention I can see that requires a property management company to acquire and operate all 10 units.

 

So the developer would retain the right to sell all, some, or none of the units to investors.  

 

In response to your comment, NParker, I've lived in buildings where the developer retains a significant number of units for the first few years after completion (sometimes this happens as a result of buildings being completed but the units take a long time to sell- I'm sure this happened in the original Hudson, though I did not reside in that building).  There are times that a developer's interests may be in conflict with the interests of other owners- though, to be fair, that can happen when any one 'interest' becomes too powerful on a strata.  I once looked at a condo in Vancouver that was located in a strata building where a single *individual* owned and rented out 2/3 of the units; once I discovered this my interest in the property waned as this single landlord would essentially have control of the council.

Who opposed the development? Madoff and...?

 

And why only 4-2? Where were the other three councillors?

 

Double checked, and it would appear the opposition was Madoff and Thornton-Joe, who is the Council liaison for that neighbourhood.

I'd never knowingly purchase a unit in a building where a single owner (person or company) had such control. I imagine a lot of other buyers would feel the same.

I wonder if there was substantial neighbourhood opposition?  Aside from the house, this mostly replaces a surface parking lot in an area with a lot of other multifamily buildings, so I'm not sure what would drive dissent...

I wonder if there was substantial neighbourhood opposition?  Aside from the house, this mostly replaces a surface parking lot in an area with a lot of other multifamily buildings, so I'm not sure what would drive dissent...

 

There was. The design was changed substantially, apparently, based on neighbourhood feedback. It's the usual thing: too tall (six storeys), balconies reduce privacy for existing single-family dwellings, parkade will create additional noise and traffic... the first submission even had commercial units at grade along Johnson, and those were entirely eliminated.

The house across Chambers from this is being prepared to be moved.  Not sure if I said this here previously.  I'm almost sure I did.

These sorts of arguments need to be put to rest once and for all. This is a city and one with an alleged housing crisis. Unless the city is willing to say there can be zero growth in the population then increased density is the only way the issue can be managed. As a CoV taxpayer, I am done with seeing my money wasted dealing with these fatuous arguments.

It's also confusing for emergency services when a call comes in.

 

"911 - police fire or ambulance?"

"Police I think, sounds like there's a bit of a row over in my neighbour's unit"

"A row, sir?"

"Yes, husband and wife having a bit of a row, sounds like"

"OK, sir, where is this row?"

"It's at The Row"

"Yes sir, but what is the location of the row?"

"At The Row"

"Sigh.  Is there a street address?"

"You can't miss is, The Row is on Johnson"

"But is the row inside a building, how can officers see it from the street?"

"You can't miss The Row, it's huge.  Some neighbours even wanted a smaller Row"

"So neighbours are now involved in the row?"

"I already told you that.  It's a husband and wife in the row"

...The upper Johnson Street corridor has seen a surge in development activity in recent years with the 2015 completion of The Chambers, a five-storey, 34-unit purpose-built rental complex immediately to the east of The Row's location. A half-block to the west of The Row's site, Tenfold Projects has started work on The Wade, a 102-unit, five-storey all-concrete condominium development with ground floor commercial space. Across Cook Street immediately to the west of The Wade's construction site, Alpha Project Developments completed the 10-storey, 93-unit Mondrian mid-rise condominium tower in 2013, and Cox Developments expects to start work in 2018 on a 10-storey, 37-unit mid-rise tower at 1088 Johnson Street west of the Mondrian. 1088 Johnson Street is the second phase of a two-phased residential development spanning between Pandora Avenue and Johnson Street along Cook Street.

Yes! Something is in the works but details remain scant. It's either a Jawl Properties or a Jawl Residential development (they're two completely seperate companies).

I hope they plan to max out the density and challenge the Harris Green height limits. This area desperately needs something to break up the table-top skyline.

I've been advised by a fellow Canadian that "row" is not well-known here.  So many of you might not be getting the joke.

How do balconies reduce privacy for the neighbours, if there wasn't a balcony there would certainly be a window.

So I could buy one of those 10 units and have it sit empty and not be in violation of the bylaw?
