One might argue that morale is often improved when hiring is done from within.

We've lost a few farmed-out high profile bureaucrats in recent years, right? Sewage guy, the former CAO, the AGGV lady, etc. These folks come in doing things the way they're done in regions where things aren't so laid back, and their culture can clash with ours.

Jocelyn Jenkins already had a long stint as acting City Manager once before. I can understand if she is considered to have proven her worth by now.

I think that these are all good points but they don’t really justify not at least looking at all options.

If,as an example, we are facing issues with affordability, consolidation of services, large infrastructure projects, etc then perhaps it makes sense to recruit people with the skills and experience you are seeking. If all you ever do is look internally then it is much harder to draw in other points of view.

Jocelyn Jenkyns has been appointed Victoria’s new city manager.

 

Jenkyns has been acting city manager since former manager Jason Johnson abruptly left his $274,977-a-year job last September with a year’s severance but no formal explanation for his departure.

 

…Jenkyns is the third city manager the city has had in the past decade.

I sometimes wonder if the Victoria City Manager position is cursed but then I remember Nanaimo is having their own problems.

I think the real abnormal thing is the fact that we still don't know officially why Jason Johnson actually got the boot left.

 

It's not a particularly normal way to do public business in a public position being paid taxpayer dollars, but it certainly seems to be the COV way!

Victoria has had as many City Managers in just over ten years than Saanich has had in just over 50 years.

I think the people who pay that 274k salary are owed an explanation, just like we are owed a full explanation re Elsner; however, as with so many other things in this city, one has to wonder what exactly all the people working hard to pay their civic taxes are entitled to. My sense is that, in the minds of those who "represent" us, not an awful lot.

  • Controversial Don Roughley, who was City Manager during the SOFMA era who resigned after 3 1/2 years.
  • Then came Joe Martignago in 2000 who left with 2 1/2 years remaining on his contract (by "mutual agreement" they say.
  • Police chief Paul Battersill was then appointed interim manager. He later left the police force under a cloud.
  • Then Penny Ballantyne in 2006--a breath of fresh air until the unexpected death of her husband two years later.
  • Then came Gail Stephens, who resigned in 2013 following allegations of mishandling reports of the financial state of the new bridge.
  • Then Jason Johnson who left for unknown reasons in 2017 with a hefty severance.
  • Then Jocelyn Jenkins, Johnson`s deputy who got the job after serving as acting CM for many months.

Some say the City Manager position is a bellwhether for the whole rig. Are they curtailed by political agendas? Are they bad news bears for politicians who won’t stop overspending or who can’t stave off the flow from the tap? $80 million pool. $30 million for affordable housing. $120 million for a bridge. Budget shortfalls for police. Budget shortfalls for road work. Rising taxes. Failing infrastructure. Increasing crime. A lack of parking.

How can an organization with a $250 million budget plan two, five or fifteen years into the future when its head keeps getting lobbed off? Maybe it can’t. Maybe that’s why taxes will rise 5% next year. Maybe that’s why businesses are carrying a massive tax burden. Maybe that’s why your average high level bureaucrat at the city actually lives in an adjacent municipality.

I agree, we deserve to know what’s happening here. I don’t like this shift towards in-camera decisions that really took off under Fortin and have remained in play since.

I think Jenkins is the first CM to be promoted from within. 

 

Although Acting CM Battershill has a former cop. First manager to carry a concealed handgun on the job as well.

Jenkins has been around for quite a few years. She used to manage the Conference Centre and has been acting City Manager several times. I think she's a good pick.

As I said before, she may be a good person but it is irresponsible for the Mayor and council to be spending taxpayer money without any competitive search or process. For the nearly $300K a year we are paying, we are entitled to the best CM we can hire, not just someone who gets appointed to the position for whatever reason.

 

At this point the Mayor and council should have waited until after the election to finalize the decision in any event. JJ was being paid additional monies in her acting role so she wasn't losing out and with 4 months until the election why not let the new Mayor and council decide who they want in that role?

And tomorrow or on Friday we’ll read, I’m certain, that a provincial and federal funding decision on the Crystal Pool being pushed back to a federal election year, over a year from now at the hands of the GreeNDP government that’s testing the electorate’s patience, after what will arguably be one of the most contentious municipal elections, and past the deadline for the $6 million federal tax monies tentatively approved through early 2019 (granted, the deadline may be extended) is a less than ideal development for the $70 million project.
