You're a mad genius. Would not the depth of the reservoir present issues re: turning into a recreational pond, etc.? It's pretty deep. Otherwise, that could be a killer park. You could put a deck over part of the reservoir and add a playground and playing field on top. Some sort of viewing platform/tower would also be great.
But let's face it, the last thing a city needs is more quality green space/recreational space.

True it would be too bad to take a unique heritage artifact and turn it into something cool that you would only see in Victoria.
Honestly though, could they not just add gravel to it until it was a safe depth, create some interesting entry points. Personally I like the idea of a pavilion with some rowboats but there would a riot in trying to get something like that built.

That Cal Anderson park in Seattle is really good.
Okay, once Mike K.'s charitable foundation gets up and running, let's take some of those millions and add graduated terraces and landscaping within the walls of the reservoir, plus an irregular pathway around the edges down below in addition to an improved pathway up above. Something like this:

New post up on Sidewalking Victoria. I have thought for many years that closing Topaz Avenue would be a great opportunity to create a huge park. While we are at it, how about create a museum to modern architecture in S.J. Willis School?

Love it but I think SJ is supposed to be used as a transition for schools being upgraded... If they get rid of the mold.
