Stratas should not be expected to pay hydro costs for EV owners, but they would be wise to think about how to facilitate charger installation. My next car will be an EV, and I would not consider buying in a building where I can't easily put in my own charger.
Of course a strata (ie. collective) should not pay the electic bill, but it's also not their prerogative to make the financial decision to facilitate anything that only benefits a few... without penalizing folks that have no interest in electric.
The developer, when it's more simple (ie. cost effective) to install, should be making it easier for 5, 10 or 15% of parking stalls to be "meter-able" or such, and market the development as being Ecar friendly etc. etc. A strata corporation (personally having been involved with 3 to date) has neither the resources, nor the mandate, to make these decisions, when only a few owners are impacted at the expense of the majority.
