Were these units intended to be subsidized and/or affordable? I had thought that the proposal was to build market rentals, though the addition of net new market rentals would have increased supply and potentially exerted some downward pressure on rent prices overall.

I only meant that if a innocuous project like this takes years to get approved, how can anyone expect a deluge of affordable housing is going to suddenly appear?

It's all lip service, faux-principles, and that familiar Victorian forked tongue. But no worries, the "rental crisis" message will resume playing again after the pause.
Seriously, a 4-frickin' story rental apartment block in Fairfield...
Anyway, add it to the pile of thwarted rental projects, in a community supposedly desperate for new rental projects.

But aastra, these would have been nice new rentals (for rich people). Victoria needs crappy new rentals.
Imagine the outrage by the neighbours if the city approves "shipping container" rentals for this site!

I wasn't at the meeting, but some of the controversy might be due to the fact that the site is *right at the edge* of zoning boundaries. The south side of the street is zoned for less density than the north side (where this development was proposed), so asking for even more density on the north side might have created too much "contrast" in the view of Council?

But here's the thing, though.
Flanking this development site are two four-storey buildings, and immediately across the street is another four-storey building plus a surface parking lot. Behind it is yet another a four-storey building.

I would imagine the existing properties will see some major rent increases (when permitted) if this project is not allowed to proceed.

Is that a trick from "Activism 101" or "How to spot an activist in 5 easy steps"?
When your city planning materials are pulled from a pile of cat sweaters adorned in sequins, you probably need to rethink your definition of "progress".

^agreed. I'm look at developing a 4 story apartment building and it makes me wonder why this was rejected. It costs a lot of money to get to the stage they are at and I for one am not sure I would take that risk if the CoV is rejecting a proposal like this surrounded by similar buildings
for what its worth Farmer is/was the construction manager and I understand demolition tenders closed earlier this week. I think the 3 houses are now vacant

If Council does not approve this they are essentially saying they don't think there is a need for 44 more homes in the CoV and the so-called "housing crisis" is either resolved or a hoax.

A new four-story building would not be out of place in that location as already commented. The anti-building crowd just baffles me, and the fact that the city seems to go out of its way to reject rental builds when there is an acknowledged housing crisis just blows me away.
