There isn't much to go on, but we know it's a rental and could be upwards of six-storeys. No commercial.

If it is zoned for six stories they should build six. What sort of nonsense has them proposing a smaller building when we are desperately in need of rentals?

Politics.  It still has to survive neighbourhood opposition and then a council vote to get the parking and/or other variances through.

And they have to rezone the property, meaning there will be a public hearing.

 

220 Cook Street is also able to go for six-storeys and look at the battle that's ensued.
