I don't know about the "outlined in red" ... but the first thing I notice is it's not 15 floors.

Not just NO bike lane, but cars shown driving in the same lane as bikes!
Unless of course the green-glowing strip above is a bike lane.

I don't quite understand how this works. Buyers cannot purchase strata lots to live in themselves? Does the developer own all the strata lots?

Yes, I believe the developer (or a third party operator) would own all of the units and rent them out. I think there are some buildings in Vancouver with this arrangement.

I wonder if the 930 Fort developers can include such a feature that activates when the new bike lane reaches a user capacity commensurate with the cost of construction?
