Except perhaps for the residents who are living in tiny, poorly built hovels and being charged market rates.
They will only live there if they feel it's good value. That's the key. Market rents means willing buyer (renter)/seller(landlord). It's not poorly built, it's very nice quality.
Nparker I know you work for the government, where your salary is paid by us taxpayers and is not at all tied to the value of the work you produce (high or low), so it's hard for you to understand a totally free market with willing buyers and sellers. But this is it.
