I think the residential portion directly above the firehall is going to be mixed martket/subsidized housing operated by a non-profit. So I wouldn't expect a high-end exterior, cost minimization will be a priority.
According to the agreement Focus attached, anything built over the firehall has to be built to the same seismic standards as the firehall. Cost minimization may be a challenge which is why giving the developer an option of not building it may come back to bite them.

The City likely knows that it could never build a firehall for $35 million if it handled the project in house. Look at the disaster of the bridge, then the boondoggle that was the Crystal Pool. They need this developer to build it regardless of what happens above the hall.
At $35M that makes the cost about $1,000 a sq ft and that does not include any equipment. The CoV might have challenges but at that price we should be able to get a firehall built in the area that was defined and with a design that makes practical sense. It really seems like in an effort to get something built quickly, we have picked a location first and then are trying to shoehorn a firehall into it.

I really cannot see a downside here.

I really cannot see a downside here.
I think that the argument is whether having the Mayor conduct secret negotiations behind closed doors without stakeholder input is the best way to get things built in the City. It may be the fastest way which is what I am sure the Mayor is thinking, but the lack of community consultation just cost us $2M on Crystal Pool and there is a backlash brewing here.

Wasn't the Selkirk and Atrium developments done by Jawl Properties? Jawl Residential is a different family hasn't done any developments of this scale from what I know.
