I assume it was pulled, as the application does not appear on the December 12 COTW agenda or minutes

Keeps getting not quite finished at the staff inter-department level. Will update when we hit the COTW agenda.

This is going to CotW on Thursday June 11; staff are in favour of moving the application forward.
