The East side of the North end of Woodburn Avenue has pretty strict parking by-laws.

No parking Monday to Friday from 8:30am to 9:30am, and then again from 2:30pm to 3:30pm (presumably tied to the kids who went to Uplands).

The truck was found (and towed) on the 9th, so parking by-law was in effect.

 

Woodburn Ave is a pretty high-rent street for a couple of murderers to be lurking about on foot after dumping the truck?

it does seem odd.  but.  they would not know if the truck had been reported stolen/missing or the man had been found dead yet (turns out neither had happened).  maybe they got spooked by an innocently passing police car.  maybe they were low on gas?  still not sure how/why they they end up in esquimalt though.  but if they had the truck at one time you'd think they'd keep it and try to go far.

Woodburn is a dead end, with the only way out (other than the road you came in on) being the path into Uplands Campus. From there you have access to one of the major, busiest bus routes in town on one side, and the dark, abandoned (presumably this was at night) Uplands Golf Course on the other side.

Yes, they almost all do now (if not all).

Of course, they might have been picked up, too.

i think we could presume they had no cash money to start with.   but if they killed the metchosin guy that might have changed by the time they left his home.

A Sudbury court was told Zachary Armitage and Shaun Dupuis were partying together at Dupuis’ Levack home on April 26, 2009. During the evening, Dupuis showed Armitage firearms that he owned.

 

Armitage left Dupuis’ home, but returned later to rob him of his firearms. When he returned, he found Dupuis asleep on his couch. He used a blunt object to hit Dupuis on the head numerous times.

 

Dupuis was left bleeding profusely from the head in his home. Three days later, a friend found him on the verge of death. He went into cardiac arrest twice and had to be resuscitated.

His teeth were embedded in the back of his throat and his skull was fractured. He suffered severe, permanent brain damage.

 

The attack left Dupuis a quadriplegic and unable to speak. He had to be fed through a tube and lived out the rest of his days at the St. Joseph’s Continuing Care Centre. The only word he could really muster was “mom.” He died in 2013.

Armitage was 19 when he was convicted for a vicious attack on Shaun Dupuis. Armitage beat Dupuis on the head while he slept in his home, then stole firearms Dupuis had in the home. The attack caused extensive brain damage, leaving Dupuis a quadriplegic and unable to speak. He died in February 2013 at age 33.

A man accused of killing a woman and leaving her body in a Saskatoon garbage dumpster has been sentenced to life in prison with no chance of parole for 15 years.

 

James Lee Busch pleaded guilty to second-degree murder in the death of Sandra Marie Ramsay.

 

The body of the 41-year-old woman was discovered inside a suitcase that was dropped in the dumpster in May.

James Lee Busch, accused of killing Sandra Marie Ramsay last weekend in Saskatoon, was considered so dangerous a year ago that the National Parole Board refused to let him out of prison before his sentence was complete, according to documents released Wednesday to CBC News.

 

"[Y]ou have not reduced the risk you pose to the community," a three-person panel of the parole board wrote in a decision dated Nov. 4, 2009.

 

Busch was asking the board for parole so he could reintegrate into society gradually before the end of his sentence. He was serving five years and 10 months for aggravated sexual assault.

Instead of granting the request, the board kept Busch incarcerated until March 26, 2010, when he was released. Two months later, Busch is back behind bars, accused of second-degree murder.

The body of Ramsay, 41, was discovered in a garbage dumpster in a downtown Saskatoon alley on Saturday. It is not known how she died.

 

People in the area told CBC News that Ramsay led a difficult life and struggled with addictions. The woman was listed as having a room in an assisted-living apartment called the Lighthouse across the street from where she was found.

 

Previous convictions

The parole board documents on Busch reveal four previous convictions for violent offences, including assault with a weapon and assault of a peace officer.

 

In its most recent assessment of Busch, the board noted he had not made much progress dealing with issues that led him to crime.

 

"[Y]ou have demonstrated little or no awareness of your offence cycle and/or the triggers that lead to your violent offending behaviour," the board said. During the interview with the parole board, Busch was described as "agitated, impatient, frustrated, angry, rude and sarcastic."

It concluded that "no halfway house could be expected to manage your risk and protect the community," and early release was denied.

So if these characters are doing time in a minimum security prison, who the hell do they have in maximum?

Better yet....who in the hell is in charge of the store?

they seem to have narrowed the truck movements down to a pretty limited time frame.  was 1pm when it arrived on woodburn (perhaps the arrival seen by a resident) or just the time it was inspected by oak bay police there?  was the victim making phone calls or otherwise known to be alive through the morning on july 8th?

Two roads enter onto Woodburn the road goes into two dead ends on both ends, the opposite end to what Cassidy was referring there almost at the end a little path over to the golf course then from there a path through to lansdowne.

reddit posters said it would take 1.5 hours for the escapees to walk to the murder victims house. is that accurate? also one poster says the escapees were “knocking on doors”. no idea where that info cane from.

Many online, pointing out how the timelines of Metchosin’s recent prison break match up with that of Payne’s death.

 

On July 7, 2019, at 6:45 pm police say two inmates James Lee Busch and Zachary Armitage escaped from William Head Institution in Metchosin. Two days later in the early morning, neighbours on Brookview drive where Payne lived, hear an unusual commotion.  Later that afternoon, Oak Bay police find Payne’s red Ford F150 parked on Woodburn Avenue. That night, the escaped prisoners are located and arrested in Esquimalt.

 

Then, three days later, West Shore RCMP find Martin dead.

 

And police who said they didn’t have an update Friday so far aren’t discounting any theories.

On July 7, William Head inmates James Busch, 42, and Zachary Armitage, 30, left the minimum-security federal prison at about 6:45 p.m., said West Shore RCMP.

 

At an 11 p.m. head count, Correctional Service of Canada staff found that Busch and Armitage were missing. The two were recaptured July 9 in the West Bay area of Esquimalt.

 

The correctional service has not responded to questions about what, if any, immediate notice — phone calls, social media, door-to-door, alarms, news releases — was given to neighbours about the prisoners’ escape.

 

At 6:21 a.m. on July 8, the Correctional Service posted a notice of the escape on its Facebook page.

 

West Shore RCMP said they received a report of the escape from the Correctional Service at 1:15 a.m. on July 8.

 

“We responded immediately to the area,” said Cpl. Chris Dovell.

 

Staff Sgt. Raj Sandhu of West Shore RCMP said marked police cars and officers, including a police dog, were dispatched.

 

“At the first opportunity, RCMP air services were engaged and deployed to the area,” said Sandhu.

 

The RCMP confirmed they recovered a stolen vehicle at Rocky Point Road and Happy Valley Road in the early hours of July 8.

 

“Investigators determined the vehicle was stolen from the Pedder Bay Marina,” said Dovell. “The theft of the stolen truck remains under investigation.”

 

Brookview Drive is two kilometres north on Happy Valley Road from the intersection with Rocky Point Road.

 

The RCMP issued a news release and social-media posts about the escape at 10:45 a.m. on July 8.

There would certainly be fingerprints all over both stolen vehicles it if the two escapees were the drivers ... not that the RCMP will ever make that kind of information public.

 

But it's not like the RCMP have any sort of real mystery on their hands as it relates to the two escapees and any relationship the two of them might have with the murder.

i think you might suppose that since they have these guys under 24/7 supervision now they might try to get an undercover operative into their setting to extract a confession and solidify a case.  in order to do that they can't even give a whiff of an idea that they are suspects.  and there is no big hurry to get the confession.

 

failing that they also might want to get one to turn on the other in some type of deal.

 

in either event what they most need is to get one or both of them to admit some type of detail only the killer(s) would know.

🚔Persons of interest identified in the murder of Merchosin man Martin Payne🚔

The Vancouver Island Integrated Major Crime Unit (VIMCU), are continuing the investigation into the murder of Martin Payne, whose body was located in his home in Metchosin July 12, 2019.

"The investigative team has made great progress in the investigation. Persons of interest have been identified. As a result of the investigation’s progress police wish to inform the community of Greater Victoria that there is no reason to believe the public is at risk. We cannot discuss Mr. Payne’s murder in detail as this is an active investigation. The investigative team continues to work hard at gathering evidence to support charges against those responsible for his homicide. We want to thank the public and specifically the residents of Metchosin who have remained patient as police work through this extensive investigation," Staff Sergeant Raj Sandhu, Operations NCO at the West Shore RCMP.

In an effort to further the investigation police are seeking the public’s assistance in identifying the owner of this blue backpack. The backpack was recovered on July 9, 2019.

The backpack is described as:

-Navy blue with large beige lettering on the front identifying the brand as Journeys by Jerry Van Dyke.
