City of Victoria looks to rein in horse-drawn carriages

Horse-drawn carriages are a form of active transportation - active for the horses at least. ;) They are also very environmentally friendly since the end-product of the "fuel" they consume is 100% recyclable as manure! Aren't we supposed to be encouraging this sort of thing?

i'd be ok with that as long as it also includes companion or mental therapy dogs.  that category is getting out of hand.

Comrade Ben doesn't seem to be winning many new fans with his ban-the-horse-drawn-carriages proposal:

If the horses are having a good life then what is the problem? If they are not being treated humanely then address that. I spent the first ten years of my life with Horses. Yes they do have emotions and personalities. It’s why there is such a kinship between human and horse. Not unlike humans they enjoy work but not being overworked. Is the city going to setup a sanctuary? Otherwise we all know of a certain act to put a horse out of its misery.... I don’t think that’s the idea here.

That surprises me. I suspect most of the forumers on this board would have spent the first ten years of their lives with wolves.

every time this issue comes up.. and it seems to come up every couple of years.. they repeatedly say the horses are treated wonderfully and are well cared for, the horses vet has said the horses are treated wonderfully, and has even gone as far to say that pulling the carriages is GOOD for the horses.. the horses have special shoes to walk on the pavement,have access to their needs (water, food) and will do walks with no one in the carriage if they are standing too long between rides, they are treated well while on the street between rides, and the horses seem to enjoy the attention they get for being downtown (many people stop to pet them)

 

i really don't understand how 1 or 2 rare incidents suddenly leads to an all out ban (though this is the society that wants to ban plastic straws because 1 single turtle had one up it's nose)

I love horses and took a lot of riding lessons as a kid. You can tell if a horse is unhappy and these horses don't look unhappy to me. Sure there have been incidents, but I've seen horses fall over running around a field. They were none the worse for wear. My only stipulation would be perhaps cutting back on their activity if the weather is extremely hot, which doesn't happen too often in Victoria.

Not that it will make one iota of difference to the ideologues on CoV council, but the Victoria Chamber of Commerce is not taking their side in the horse-drawn carriage issue.

Victoria Chamber of Commerce is letting Victoria Council know they want them to say "neigh" to Councillor Ben Isitt's motion to phase out horse-drawn carriages by 2023, and consider e-carriages instead. In the Chamber's latest edition of "Business News" they say Isitt's motion is just the latest in a long string of populist political moves that places emotion ahead of reason...

I took the liberty of copying this account of the meeting written by a horse supporter because it goes into a bit more detail about each councillor's decision. 

Victoria Mayor Lisa Helps said she would not support putting the motion forward for further discussion citing the work that went into drafting the strategic plan and the large amount of community engagement it would involve to put this motion forward. According to Helps no new information has been made available since the strategic plan was implemented, adding the main focus was affordable housing and climate change.

“We’re in a climate emergency, not a horse emergency.”

 

Coun. Charalyne Thorton-Joe agreed with Helps’ decision to not support Isitt’s motion, citing her meetings with the B.C. SPCA every six months, she said their main concern is for dairy cows, sled dogs and housing for people with pets.
Thorton added that if the strategic plan were to be amended there are other issues she’d like to see brought before council before dealing with horse-drawn carriages.

 

Coun. Geoff Young said he did not support the motion as well saying he believes more people are injured or killed by car crashes than the number of accidents involving a run away horse.

 

Coun. Laurel Collins said she was torn over the decision as her top priorities are also affordable housing and climate change.

Coun. Jeremey Loveday supported the move to push the motion to the quarterly update.

 

 

This same person is claiming a dark blue Jeep has been driving around downtown this week aggressively cutting in front of the carriages and brake-checking them. The Jeep has a black convertible top and a spare tire cover that says "BAN HORSEDRAWN CARRIAGES".
