So Pacific Housing contracted out Townline to build it?

Townline also built the first phase of that project, the wing.

Wow. I've never heard of that before. A social housing subsidiary from a private developer.

The tower crane is being installed.  From a distance it looks similar to the type the Janion is using.

Townline does it, and so does Marcon in Vancouver. Typically they partner is community groups that own valuable land, and help them leverage the value of that land to create a win-win situation. There is even Catalyst Community development association, who only does social purpose real estate development (a Not for profit, private real estate development company)

So does TL Housing Solutions (Townline) have any equity in the project or does that remain with he community group and they just charge a development fee?

The first building has 19 apartments, plus 8 townhomes. The second building has 30 apartments and two townhomes, so 49 apartments and 10 townhomes in total :)

Glad to see another hole filled! Let's Hope Dockside G get's up and going again. Note....Next time you hear "7 year build out" for a master planned community multiply it by 3....

From Sept. 7th.  Note the high tech surveillance towers, two of them at opposite corners each with 4 or 5 cameras, flood lights, and speakers.

I can't speak for TL's specific ownership structure in this case, but I can say that social purpose real estate ventures partnerships are not limited to only to a development fee. While that can be the case, different equity partnerships are not uncommon as well.
