Nope, I was specifically speaking of the stress test brought in by Trudeau and Morneau

The Liberals’ mortgage rules included a “stress test” for prospective homebuyers that was meant to ensure they could afford their mortgages in the event of an interest rate hike.

Stress test = OSFI

would have seen similar changes no matter what government was in power

^did you read any of the articles I attached?  It isn't OSFI that came up with the stress test

Langford lake is already dysfunctional "sanding" it will only make it worse. There is a science called ecology that probably should be applied here. What good is a sandy beach when you cant go in the water?  Maybe they should just pave the entire thing and chlorinate it instead....

Once you get past the alarmist headline:

.

However, the Goldstream sampling site had satisfactory results so the rest of the lake is open. The main beach is being monitored and will be tested again next week. Testing is completed weekly if high levels of bacteria are discovered.

Island Health said public beaches are not technically closed to public access when there is a high level of bacteria but warning signs are posted. Beach advisories are automatically posted when a sample result of over 1000 E. Coli or 175 Enterocci per sample is received, as studies indicate there is an elevated risk associated with these bacterial levels.

This should be the approach to this lake

"Efforts to protect the water quality of Langford Lake will help protect

property values around the lake; investments in the lake, such as the
annual stocking of trout for the recreational fishery; and the recreational
value of the lake for the many users of this popular urban lake."

https://www2.gov.bc....ngford_lake.pdf

That is the assesmnet after this report

http://www.bclss.org...angfordLake.pdf

2005 was already showing problems. It's not almost 15 years later. This is an asset that needs protecting so we CAN use it.

Every headline is alarmist. But ya, no problem exists. No action has a reaction. It's all alarmist.....

Here is some more information on this:

Depositing sand on the shore and shallow lake bed can:

- cover good fish habitat or nesting areas

- introduce weeds, fine sediment and other harmful substances.
- wash away quickly to other areas of the shore or into the lake itself.

All of which can affect the lake ecosystem and thus the water quality as it pertains to recreational use.

The bottom line is

They should take a more "Wilding" approach to the landscape design while still providing the access.  A beach should be located above the ordinary high water mark. Then get creative on providing the wading experience they are after.

I hope they will have to come to these conclusions once they run into the biologist report findings and have to deal with the governmental bodies that regulate our lakes and the development around them.

I assume that Langford is like other municipalities and requires an Environmentally Sensitive Area Development Permit, as Langford Lake is identified in the OCP as a Riparian Management Area

From the Citified piece:

The Department of Fisheries and Oceans has already confirmed that as long as “best practices in design and construction are followed,” the project will be permitted to proceed.

The provincial Ministry of Environment, meanwhile, will require the proponent and the City of Langford to submit what are known as Section 11 Water Sustainability Act and Crown Land Tenure (CLT) applications concurrently before it will review the proposal.

I wasn't criticizing the piece, I was criticizing the design. But I would assume at some point they will discover that they also need to apply to http://www.frontcoun...tream/overview/
