Have been working in the Quadra Village for a bit now. The project is a complete disaster. NOTHING is being done to improve the interior or exterior of any of the units. A complete patchwork to raise the rents from the $800 they were to $1200 when complete. There is basically 8 blocks of 8 2 bedroom units each. One block on the Fifth Street side has separated from the others and sank into the ground. From one end to the other this block is 14 inches out of level. Nothing is being done to repair or replace these units!!

After nearly two years, more than $2 million of work and the extra cost of environmental remediation, there are 64 units of rental housing now on the market in Quadra Village.

Moreover, the company behind the project has started to eye a new multi-family building for the same lot.


This took soooo long to build (and G-Man's beloved archways remain). I challenge anyone in the construction business to convince me that new construction would have been more expensive. I'm sure in the long run it would have been better to add a storey in certain areas, creating two-or-three floor walkups (still no expensive elevator required). That way you fit more density without radically changing the overall massing.

There was a further delay as League waited for construction financing to fall into place. Initially, League hoped units would be available for occupancy in early 2013.


Sounds familiar for some reason. For better or worse, League had a lower profile when construction was proposed.

Knightley, who invested an undisclosed sum in the $10-million Quadra Villa rental project, doesn’t think he’s going to see his money again and has little faith in the CCAA process to work for League’s thousands of investors.

The Quadra-Hillside neighbourhood's Quadra Villa development may grow by an additional two buildings and 24-units, according to rezoning documents filed with the City of Victoria.

 

Designed by Xavier Crespo of Victoria-based Eric Barker Architect, two three-storey woodframe buildings are proposed for a portion of a surface parking lot on the south side of the Quadra Villa property bordered by Quadra Street, Topaz Avenue and Fifth Street. Homes will range between 370 and 636 square feet in bachelor and two bedroom layouts with 12 offering ground level access. Some 50 surface parking stalls will be retained while 23 secured bicycle stalls and racks for 12 bicycles will be provided. [Full article]

The problem that I see with this project is that it is committing us to having that surface parking lot for the lifetime of the new building. What else could ever be done there? The parking will always be needed, but the lot will possibly be too small and poorly shaped to excavate, put the parking underground and put a larger building on top.

 

So instead of the opportunity we currently have to build a larger building on the site, we will be making a surface parking lot a permanent fixture for the next 50 years.

There is a lot of peat and clay in that site.  This combined with a high water level actually makes any excavation extremely complicated.  The parking could be shielded, however the slab on grade buildings in addition to foam and pilings are in part supported by the buoyancy of the peat with the high water level.  Excavation for a parkade would remove the peat which intuitively seems good, however actually would create more pressure on the clay that extends massively below creating even more geotechnical issues.  The vendors that sold the property to league would have been aware of this I imagine or else they would have done it themselves.

The proposal has been revised to include three buildings. It appears as though a residential parcel was purchased since the original proposal was submitted, enabling a third building that will front onto Fifth Street.

^ It has. I think all of the previous BPs have been for renos and additions to the existing buildings, and the new build received permits yesterday. I could be wrong though, there are quite a few issued permits on this property as each building requires a separate one.

Are all three of these buildings still u/c, or is the first one now completed? Driving by on Sunday I thought I saw all three in varying stages of construction.

Construction is only slightly more advanced than the photo above. There are a few trades on site or at least there were last week.
