After 3+ years of watching this project trying to get approved, perhaps I shouldn't be surprised at the glacial pace of actual construction.

Ralmax Contracting has installed construction fences around this site now. I guess they plan to start deconstruction and asbestos abatement (if needed) soon.

And they appear to be selling newspapers at the front door too, on an honour system.

Demolition of St. Andrew's Elementary begins; 195-unit rental project to start this fall
http://victoria.citi...tart-this-fall/
Demolition of St. Andrew's Elementary School in the 1000-block of Pandora Avenue at Vancouver Street has begun as crews make way for a mixed-use rental residential and commercial project.
Vancouver-based developer BlueSky Properties, a subsidiary of Bosa Properties, entered into a purchase agreement with the Catholic Diocese of Victoria in 2012 following the organization's decision to amalgamate its south Island elementary schools and close the Pandora Avenue facility. I have been told that Quality Foods may lease the ground floor grocery space here...
That would make some sense.
Wellburns, you got a couple years to get your act together.

I wonder if Wellburns will actually be okay as it acts as the "lower priced alternative." That being said, I believe the original tenant was supposed to be Urban Fare (for those who don't know it is an upscale grocery store), which if my theory is correct, could have been better for Wellburns, than a Quality Foods.

Rumours have been swirling about regarding the future grocery tenant. So much so that the entire spectrum of operators has been hinted at already
Word on the street is that the folks behind The Wade, which is the redevelopment of the Medical Arts building, are (or at least were) courting a grocery store as well. Given their smaller footprint, that might work out in their favour if an operator feels 35,000 square feet is too much of a gamble.

Wellburn's is more like the lower quality alternative. When items are not on sale, they are priced nearly the same as The Market on Yates.

My neighbours and I would welcome a Quality Foods to our hood.

Quality Foods wants to have 4-5 stores in the greater Victoria area but available space is obviously a challenge. I imagine QF would like a "core" store (perhaps here) and a peninsula store (the new Sidney Gateway)? They have the west shore covered now with Langford and View Royal locations...
Maybe try buy out a non-chain store. That Tru-Low or whatever one in Cordova Bay perhaps.

Pattison is part owner of Quality Foods. The Overwaitea Group, run by Pattison, operates Save-Ons, PriceSmart (we don't have any on the Island yet I don't think, but they're essentially non-unionized Save-Ons) and Urban Fare.
Just thought I'd put this info out there in case anyone was wondering
