Oh jeez -- I lived in Halifax for six years and that's just the tip of the iceberg for things Victoria could learn from them. Let's see, municipal amalgamation (check!), sewage treatment for less than $1 billion (check!), municipal composting (check!) ... I could go on. My personal priority would be 24-hour grocery stores.
