​Over the past decade, we’ve transformed Royal Bay from a 240-acre gravel pit into a vibrant community with 1,000 completed residential units, public parks and plazas and a recently opened retail centre. Over the next 8-to-10 years, we plan to build another 2,000 homes, bringing the total to 3,000 units at project completion. While work is underway to construct Quarry Park, a new public recreation space in the Latoria South area of Royal Bay, the City of Colwood already has designs on expanding the area to include more much needed facilities.

 

If endorsed by council, Quarry Park could be expanded to include a synthetic turf field, community centre and a flexible playing field space, which would bring "substantial recreational and social benefits" to the community.

 

“Quarry Park expansion represents a significant investment in community infrastructure, with a total estimated cost of $9,675,783,” said Matt Blakely, senior planner, at a meeting of the Parks, Trails and Recreation Committee on Oct. 7.

A senior-focused phase of single-floor homes is coming to Royal Bay, known as Quarry Villas.

 

This development reminds me of what you see so often in Qualicum, and it's a very convenient, age-in-place housing format for seniors or downsizers, plus garages can accommodate two vehicles.

Lot's of activity on site at the Beachlands. I believe the building under construction will be the sales centre. They're also trying to find a cafe to lease part of the building too according to signage.

The dirt flew Tuesday morning in Colwood, and with it, a signal that the city’s growth isn’t slowing down anytime soon.

At the corner of Metchosin Road and Ryder Hesjedal Way, local officials and developers gathered to officially break ground on Arbutus Landing – a new 42,000-square-foot commercial hub expected to open in summer 2026.

The site sits between Royal Bay and The Beachlands, two of the fastest-growing neighbourhoods on the Island, and aims to bring fresh retail and services to a community that’s expanding by the month.

Colwood, British Columbia (May 30, 2025) ~ Vancouver Island’s $1.2 billion master-planned community, The Beachlands, reached a major milestone with the completion of its first building … and it is unlike anything the Island has seen. Larger than three NBA basketball courts, Reliance Properties and Seacliff Properties said their 15,000-square-foot Community Experience Centre is the largest, most distinctive ever built in the region. It offers visitors interactive, immersive experiences that showcase what’s to come at the 134-acre seaside community.

Perched at the gateway of the property, The Beachlands’ Experience Centre has a variety of unique visualization tools designed to help bring the future community to life. One of the most staggering features is a massive 141-foot-long x 14-foot-high glass wall that offers sweeping views of the site, ocean, mountains and downtown Victoria across the water.

Other features include:

· large-scale community and architectural models, animated video flythroughs of the completed community, and custom artwork that emulates the vast topography of the site.
· separate sales galleries for condominiums, townhomes, single-family lots, and commercial space
· two full-size furnished show homes that allow potential buyers to physically interact with the space

“From the outside in, The Beachlands called for something bold and different. From the architectural style of the Community Experience Centre to the engaging vistas and interactions, this building will set the tone of what’s to come at The Beachlands,” said Jon Stovell, President & CEO, Reliance Properties.

Initially serving as a presentation and sales centre, the building will later transition into a permanent commercial space. There’s also currently 1,500 square feet of café space available for lease.

25 Years in the Making

The opening marks a long-awaited milestone for the region. The City of Colwood first envisioned development on the former gravel operation 25 years ago. Seacliff bought the defunct gravel pit site 8 years ago, and today, it is poised to become a vibrant West Coast destination with 2,850 homes, hundreds of commercial and retail job spaces centered around the waterfront, and almost 50 acres of public parks and green space.

“I’ve been involved in the planning, public consultation and city approvals process of The Beachlands since we acquired the site in 2017, so reaching this milestone is especially meaningful to me,” said Desjardins.

In 2022, Seacliff and Reliance made headlines when they announced their partnership, and they again made headlines in 2023 when they rebranded the area from Royal Beach to The Beachlands.

“We are excited to continue the momentum we’ve created for The Beachlands, which is Canada’s next destination oceanfront community,” said Stovell. “We also feel the Experience Centre will become a destination in itself.”

Now if only Reliance could kick start the Northern Junk development which continues to sit there doing nothing useful on Wharf St. Anyone know what is holding that one up? Wondering if its in an informal competition with Bayview for the longest duration build out in the region.....

 

That said Beachlands looks like a tremendous development, it will be nice to see the evolution of that area as it continues to develop.

There are two major issues that give me pause from considering living here:
It’s a long drive to town.
It’s a high risk earthquake area. That whole slope is gonna go with a moderately strong quake, right?

Victoria;s condos have held up well in comparison to Vancouver and Toronto but I wonder if that will be the case going forward? Where did I put that crystal ball anyway?

1000%; we have friends further out beyond this site on Taylor Rd; they have acreage and a stunning view of the waterfront. Its also like being in a wind tunnel whenever we venture out that way. Yesterday I was at a buddy's 65th b-day bbq/family celebration in the rec/play areas down behind the Juan de Fuca rec center. Beautiful sunny day. Hardly a cloud anywhere. But that "Taylor Rd wind tunnel" certainly showed up. Winds were probably 50-60km at their peak and in spite of the bright sun it was frigid.
