I'm going to guess that some type of renovation or repair is happening that means they have to take one of the stairwells out of service. View Towers just has two sets of stairs, one at each end of the long hall. So this one is required for safety.

I like the look of those stairs and I think we need to bring back the fire escapes on the outside of the building to keep people from urinating in the stairwells.

This is exactly correct. They will be blocking off the east part of the lower floors for remediation after the fire. Access to the temporary stairs will be through one of the suites on each floor.
Additional fire alarm detectors, lighting etc will be installed to meet the codes.

There are a lot of engineering and permit hoops to jump through with a building like this.
Rome wasn't wired in a day.

Was in this neighbourhood this evening. The building looked awfully dark. Are most of the suites vacant? It sure looked that way, particularly the lower flours. What would be the reason for owning this building but not renting out most of the suites?

Just shy of three years since the fire.
Compared with the 10 storey Escher condo, which broke ground April 2015 and should be completed sometime this summer. That's just over two years.
