Hah, I saw this on the news last night. I enjoyed the piece, and glad they had the cajones to go through with it.

The Burnside Gorge Graffiti Fighters are a small team of neighbours working to make Burnside Gorge a better place by removing graffiti from our neighbourhood. We’re looking for new recruits! We believe if each person or couple of people adopt a street or block we could maintain the neighbourhood free of graffiti.

 

Graffiti isn’t just ugly: left unaddressed it invites more graffiti till eventually the neighbourhood looks uncared for.  People who live in the area feel less happy, comfortable and secure on their streets. The change from simply defaced to dangerous happens as people stop walking and moving in an area and abandon the streets to those who feel they can be destructive with impunity.  The solution is for each of us to reclaim our streets.

 

You may have seen graffiti on the power poles and utility boxes in Burnside Gorge.  Rather than looking away, some volunteers have picked up kits from the Burnside Gorge Community Centre to clean up and paint over the unsightly marks in our public areas.  There has been a remarkable change on the streets in just a few weeks.  One of the positives is that the people doing the graffiti removal are having fun while making the streets look better!

Harsher penalties for those caught doing graffiti would also help. I suggest hand amputation. First offense, right hand; second offense left hand. If they still create graffiti after this, they are awarded a contract by the city for official mural creation.

Once you let graffiti loose and not immediately remediated you will never recover.

Exactly. And Victoria has/had a responsive system. But the post on Instagram indicates maybe no more. Sucks that nobody cares.

Yes, tagging is becoming more common. The City was on it some years back. It’s not a priority any more.

I blame Telus and BC Hydro mostly for this (and city councils for not demanding more). 

 

Telus installed new equipment boxes everywhere to support their new fibre internet and Victoria, Saanich etc didn't require them to have a good graffiti management plan in place.  If you submit a ticket, it takes a year plus time if they even respond at all.  This led to more graffiti everywhere including hydro poles which suffer the same problem.  BC Hydro won't come out and remove graffiti which leads to more and more showing up...everywhere.  

 

City council's need to demand better graffiti management for utilities installed on their property and have a service benchmark for how much time can pass before it is fixed.

I'm pretty sure there is a machine that could be suited to paint the bottom 7 feet of various utility and hydro poles in 60 second or less.  It should always be on the road.

Sure you could make a machine, but in this climate it's all just finger pointing going on. 

 

You submit a ticket to the city about fixing graffiti and they say sorry that's not our property, you need to contact someone else.  Then the next problem is who to contact.  Very few boxes say who owns them.  Then you have to submit a ticket once you figure who owns it and wait,  a loooong time (multiple years sometimes).  It's not a process that lends itself to good results.

 

 

Best results come if you have someone or a group essentially just illegally covering up the graffiti on poles and equipment boxes which to me is a result of municipal council's not demanding more from the utility providers.  

 

A ways back, the UBCM took up the issue with BC Hydro, and BC Hydro said sorry we have no funds and rates are set by the Utilities Commission.  It's a bureaucratic mess.

Provincial Response

Ministry of Energy and Mines Graffiti is a crime, and BC Hydro is interested in participating or supporting community education on the harm that graffiti causes. BC Hydro would be willing to contribute to any community-based graffiti removal programs in line with what other communities are successfully doing. In view of the expense, BC Hydro cannot remove all graffiti. BC Hydros annual budget for graffiti removal across the province is 100,000. It is estimated that BC Hydro does not have the budget to support the hiring of a commercial contractor to remove graffiti on an on-going basis. To get this budget requires the inclusion of this cost into BC Hydro rates and approval of the BC Utilities Commission.

Canada Post is actually pretty good.  If you contact them they give you a case number and who can follow up and ask when the graffiti will be removed.  My experience is takes them 3-6wks.  BC Hydro and Telus don't even reply back to your emails and you can't even talk to someone about it to follow up - just goes into a black hole.

This program and solution is ONLY for property you own, such as graffiti on your own fence.  If it is someone else's property like a hydro pole, or utility box, technically it is illegal for you to paint over it (i.e modify it) - but this is the only solution if you want it gone.
