Wow Saanich should turn this down as complete under-use of the lot. and surely they can work with Uptown to handle the parking through an underground connection rather than having any spots on the lot. I really thought this could be a distinct and taller office or retail / office mix. This is truly disappointing.

Seriously, you could probably build an office tower on that corner and still not require any on-site parking if there was some sort of win-win arrangement with Uptown.
