Why does this land need a property exception? Sounds more like vote buying than anything else.

A tax exemption for Rock Bay just means I will get taxed more on my property. I don't see the win here.

They don't pay tax on the land now, don't know what good a tax exemption is unless the plan is to flip the property to a developer and then the developer gets the tax holiday.
