I'll bet they just do not track them, or well enough for this survey.
I'm sure Spain would be a big importer. That's where wealthy UKers spend most of their time.

Yup Spain for sure; at the wedding we were at in Vancouver on Saturday three other couples who are all good friends of ours have already or are looking into retiring to Spain, Valencia to be specific. Seville is also popular. Heck we're even kicking around some stones in that regard.

These are high net worth individuals for the most part. With $1,000,000 US or more in liquid investable cash. I expect that most have considerably more to be even on the organizations radar.

Immigration levels are 100% within a government's power to control. The only logical conclusion one can draw from the Justin Trudeau Liberals' performance in this area is that their goal is to destroy Canada. Nothing else is even a remote possibility.

In 2023, 10% of all international students in the world were in Canada. By contrast, the USA had 17%. (UK 11%, France/Australia/Germany all 6%). The USA has 10x as many people....&, yet, in 2023, they didn't even have 2X as many international students.

Canada has been granting the vast majority of permits to India, with 278,335 going to students from that country in 2023, a number nearly five times more than to students from China, the second-highest country of origin, who were granted 58,230 permits in 2023.
Canada’s third-most popular source of international students in 2023 was Nigeria, with 37,575 permits handed out in 2023, followed by the Philippines with 33,830, and Nepal at 15,920.
During the first five months of 2024, Indian students were granted 91,510 permits, more than the 85,805 granted over the same period last year.
Chinese students received 21,240 permits in the first five months of this year, compared to 15,565 granted between January and May 2023.

New 2024 rules for international students coming to Canada
Here’s an overview of changes that may impact international students planning to study in Canada:
- Temporary federal cap on international student intake: The number of study permits being approved in 2024 is expected to decrease by 35 per cent over 2023 to 360,000. The cap for 2025 will be decided at the end of 2024.
- Changes to Post Graduation Work Permit (PGWP) eligibility criteria: International students beginning study programs in private colleges delivering licensed curriculum on or after September 1, 2024, will not be eligible for PGWPs.
- Longer PGWPs for master’s graduates: Students who’ve completed master’s programs in Canada will soon be able to get three-year PGWPs.
- Changes to Spousal Open Work Permit eligibility: Only spouses of international students enrolled in master’s, doctoral, and professional programs will be eligible for open work permits.
- Updated cost-of-living requirements for students: Starting January 1, 2024, international students will need to show they have at least $20,635 (previously $10,000) to cover their living expenses (the requirement is different for students moving to Quebec).

Impact?
I imagine some international students will decide not to come here if they can't get a PGWP, or their spouse can't get a work permit. Might get more applicants in the future for master's/ doctoral programs.
Likely some will be rejected due to not having enough money for living expenses.
Less applications will be accepted - mainly for those colleges/institutions that would be over their provincially mandated caps; I suspect this will primarily be those private 'colleges'.
The main impact is on those 'diploma mill' / path to permanent residency institutions. Personally, I'm fine with that.

At the same time, the U.K. – already the source of many of the UAE’s expatriates – is projected to see its millionaire population drop by 17% by 2028, according to Swiss bank UBS.
High-net worth individuals are in many cases voting with their feet, seeking greener pastures – or in the case of tax-free expat hubs like Dubai, sandier beaches – as costs and taxes rise in their home country. The trend is likely to accelerate in the wake of the landslide election victory for the U.K.’s Labour Party in June, according to some financiers.

In 2021, Gallup polled 127,000 adults in 122 nations. It asked about their interest in immigrating to another country. In South Asia, one of every nine people said they hoped to move. The figure in Southeast Asia was one in seven. In the Middle East and North Africa, more than a quarter of the population wanted to leave. In Latin America, the Caribbean and sub-Saharan Africa, the tally was 37 per cent.
Gallup has been conducting this survey periodically since the early 2000s, and each update shows an increase in two figures: the number of people who want to emigrate, and the number who say Canada is where they want to go.
Gallup concluded that nearly 900 million people hoped to move to another country in 2021. Eighteen per cent had the United States as their first choice. The next most popular destination was Canada at 8 per cent. The pollster estimated that 74 million adults hoped to immigrate here.
