I am not a structural engineer either but reading the report that AJNP provided, this doesn't appear to be trivial oversights that would have been perfectly fine a few years ago.

 

When I read things like overall foundation and core footings not being adequate then you have to ask how this building is "fixed" without taking it down? Perhaps that is the dilemma the parties faced earlier.

 

This is what I'm wondering..  How did they let people back in only for a couple years later to test it again to find it still in bad shape?

My guess is that incompetence didn't factor into it.

The second complaint seems to be that a complete assessment of the building was not completed following the first complaint. The remediation completed was based off of the WSP review, and according to the complaint, the building still does not meet the building code. 

 

Anything beyond that is rumours and guesses. We didn't even really get much in the way of details on the first complaint and the WSP study until late 2022, so we'll be gearing up for another municipal election when we get answers on this one..

Incompetence was literally the reason for the first occupancy permit being revoked, so it's not totally off the table...

If the first attempt was half-assed, I guess the second attempt was the other half of the ass.

The remaining funds from a fundraiser by the City of Langford for displaced RidgeView Place residents is now available to all the former tenants of the building.

 

Previously, the fundraiser, done in partnership with the Community Social Planning Council (CSPC), was prioritized for residents with the greatest financial need.

 

In a release, CSPC says 40 households applied through the original stream, and 35 qualified to receive funding. A total of $44,609 was distributed to those households.

 

Now the remaining amount from the total $76,395.84 raised is available to all the other residents of the building.

 

In order to be eligible to receive funds applicants only need to provide proof that they were a tenant of the building at the time that the building was evacuated.CSPC says all 88 households can apply to receive some of the funds, including the 35 who already received funding.

In a statement, the City of Langford says it received preliminary information from Centurion Properties about the structural integrity of the building that resulted in the city deeming it appropriate to remove the signs telling people to stay away from the area.
 
However, the city says the information it received is confidential so it will not release the information publicly that led to this change.
 
After receiving a letter from the City of Langford about removing the signs around RidgeView, the Society of St. Vincent de Paul of Vancouver Island decided to return to its original location, which is beside RidgeView Place.

You're suggesting the threat of the building instantly falling down flat might have been abated? That's a bold claim. Thanks, but the more reasonable and logical minds among us will assume the building is very likely to instantly fall down flat at any moment. Even though it's already been standing there for the past five years through storms and strong winds, heavy snow, minor earthquakes, etc.

 

FYI: Victorians tore down fine buildings like the post office at Government and Wharf, the Campbell Building at Fort and Douglas, the Permanent Loan Building at Johnson and Douglas, and the Adelphi Building at Yates and Government before they were ~60 years old. If this saga drags on for another couple of years then methinks somebody should start a betting pool re: will the most structurally unsound building in Victoria's history manage to outlast them?

DB Services of Victoria Inc. — builder of the 11-storey RidgeView Place in Langford — has filed for bankruptcy and said in a statement of its affairs that 150 creditors are owed more than $51 million.

A total of 147 unsecured creditors were listed by the trustee. The largest amount is described as deferred revenue — uncollectable WIP (work in progress) at $41.9 million. No details were immediately available.

Yep. A large number of local trades are owed money.

Deferred revenue suggests that they have booked revenue for work but not completed it yet. Sounds like they don’t feel as though they can collect on that bill however.

With the engineering firm’s liability capped and DBS out of the game, I wonder if that leaves Langford to bear the full cost of the lawsuit.
