I think Mike probably has the skinny on that but I would assume based on the conceptions that I have seen that you are probably looking at the parking/mechanical/electrical level. The sidewalk is somewhat elevated on the West Saanich Road side so you probably drive in on the level at the back where you see the construction trailer and then underneath the first floor.

The front pedestrian entrance would then be at sidewalk level on the first or "main floor"

No underground parking on this one. Parking is behind the building (as is the main entrance).

^ Thanks for that. I was there last week and looking at the lack of vehicle access at the rear I think you are correct.
