Campbell River RCMP Street Crimes Unit makes drug and firearms seizure

On September 6, 2024, members of the Campbell River Street Crime Unit with assistance from the Major Crime Unit and Community Response Unit executed a search warrant on a location in the 900 block of Island Highway South, as part of a drug trafficking investigation.

 

A large stash of illicit drugs was located at the location. Over 100 grams of fentanyl, over 70 grams of powder cocaine, over 40 grams of crack cocaine, and a significant amount of Dilaudid (Hydromorphone pills) were seized. Police also located and seized a large sum of cash, firearms, replica handguns and other assorted weapons, which included a prohibited conducted energy weapon and switchblade.

A 39 year old man and 40 year old woman, both from Campbell River were arrested on scene and released with a future court date. The Campbell River RCMP will be forwarding a detailed report to Crown Counsel for consideration of Criminal and Controlled Drug and Substance Act charges.

Mayors, First Nations leaders, and law enforcement officials are pleading with the federal and provincial governments to take "immediate action" to address what they call dual "crises" of public safety and mental health issues in communities across British Columbia.

 

At a news conference Monday, Vancouver Mayor Ken Sim and several other politicians from around B.C. announced the request to senior levels of government, touting a letter sent to Premier David Eby and Prime Minister Justin Trudeau calling for action on "three critical fronts."

 

The letter, signed by 10 mayors, three First Nations leaders, Vancouver's police chief and others, calls on the governments to bring in "mandatory care" for people with severe mental health and addiction disorders, reform the bail system for repeat offenders and the "bolstering" of policing at Metro Vancouver's ports.

I suspect it will end up with the same effectiveness as the NDP promise to build a new medical school. Essentially it will never really effectively happen.

It was a 2020 election promise. Was it also a 2017 one?

 

This was in May, is there further delays?

"The school is currently working towards candidate status with the Committee on the Accreditation of Canadian Medical Schools (CACMS), with the goal of preliminary accreditation by fall 2025 and recruitment of its first class for summer 2026 to train future family doctors and other primary care physicians."

Thieves enter home through unlocked front door

A Nanaimo couple has vowed to change their ways after thieves gained entry to their rural home by simply opening their unlocked front door then proceeded to steal a number of personal items. The incident occurred on Farrar Road in rural Cedar, sometime between 1 AM and 2 AM on Sunday September 15, 2024.

The homeowner told police he and his son arrived home sometime after 1 AM and both went to bed a few minutes later. When they awoke in the morning they found items missing from their kitchen and their vehicle gone from their driveway.

The stolen vehicle, a 23-year-old grey BMW X5, was used to carry away the stolen goods which included a new set of Tour Edge Exotics men’s golf clubs with graphite shafts and after-market grips. Along with the clubs a backpack containing a computer, keys, a wallet, his wife’s purse and a small amount of cash were taken. An airtag that was in the backpack was tracked to Parksville but soon after stopped tracking.

Around 2 AM, the stolen credit cards were used to purchase gas at a nearby gas bar. The homeowners have since cancelled their cards. This was certainly a wake up call for them. They admitted that they had become somewhat complacent over the years as nothing had ever been stolen from their property, let alone having items taken from their home. The next day they made sure that all of their doors and windows were locked before they retired for the evening, said R/Cst Gary O’Brien of the Nanaimo RCMP.

UVic warns of spiked drinks at off-campus events

The University of Victoria has issued a safety message after learning that students had their drinks spiked or tampered with at off-campus events over the weekend.

“This weekend, we have received concerns that students attending off-campus events may have had their drinks tampered with or spiked,” UVic said in a notice on its website. “The university is offering support to those directly impacted.”

“Dosing people with substances without their awareness and permission is a consent violation, even without any attempt at sexual contact,” Good Night Out says on its information page about drug-facilitated sexual assault. “Just because someone consents to ingest one type of substance does not mean they consented to anything else.”

Saanich Police says it is aware of UVic’s safety message but has not received any reports. Anyone who has had their drink tampered with is encouraged to report it to police.

A communications officer for Victoria Police says she is not aware of active investigations related to UVic’s warning.

Kris Rice, deputy chief constable of Oak Bay Police, says OBPD has not received reports of drinks being tampered with.

Oddly specific about the golf clubs, sounds like setting up for an insurance claim.

Comox Valley RCMP is looking to identify the suspect who allegedly stole over $2000 worth of tools from Home Depot in Courtenay.

On August 7, 2024 a woman entered the store and was captured on surveillance as she left with a full cart of tools, reportedly without paying for them.

ERT handles high-risk Nanaimo incident, weapons seized

NANAIMO — Nanaimo RCMP Res. Cst. Gary O’Brien said local Mounties did a wellness check around 4:30 p.m. on Tuesday, Sept. 17 at a home off Meredith Rd.

“They were met with a very confrontational individual, who ran back into his home, indicated he had a machete, several knives and they also heard what they believed to be a TASER being activated, a conducted energy weapon,” O’Brien told NanaimoNewsNOW.

An officer spotted the man through a window who was in fact armed with a machete, O’Brien said.

Police then backed away, cordoned off the area as officers were now dealing with a barricaded, armed individual. The RCMP’s Emergency Response Team (ERT) unit was called.

“He came out of the home and with minimal resistance was apprehended under the Mental Health Act, at which point he was transported to hospital for a psychiatric assessment.”

No charges are pending against the man, who’s in his 30’s, with O’Brien noting the case is not a criminal file, but rather strictly a mental health issue.

Several weapons were found in the home, which were destroyed, O’Brien said, while illicit street drugs were also located.

Man sentenced for luring/assaulting Nanaimo sex trade solicitors

NANAIMO — A local man and recovering drug user has avoided jail for punching a security guard and robbing men who thought they were meeting an escort for sexual services.

Joseph Raymond Richards, 36, was handed an 18-month conditional sentence order to be served in the community followed by a year probation for incidents in December 2022, which resulted in charges of assault, possessing a firearm without a license and benefitting from sexual services.

The sentence was delivered on Wednesday, Sept. 18 in provincial court in Nanaimo, with Justice Brian Harvey commenting on how Richards has taken huge strides to turn his life around since his arrest.

“The accused has been sober now for many months and is gainfully employed. This does not mean this court condones the actions of the accused, which were serious and in my view, require a jail sentence. However, a significant conditional sentence order at the top end of the range…is appropriate.”

Incidents

On Dec. 13, 2022, a woman went to the Nanaimo RCMP office and filed a report involving Richards.

The woman, who was working as an escort and using illicit substances at the time, met and became friendly with Richards a few weeks prior through the Nanaimo Area Network of Drug Users.

Richards told the woman he had recently lost his job and home, then eventually moved in with her.

Once he discovered she was working as an escort, he “advised” her to advertise her services online to make cash to feed their addictions.

Once a client arrived, Richards, who was hiding in the bathroom, surprised the unsuspecting men, assaulting and robbing them while wearing a Guy Fawkes mask.

At least one man was struck in the face by a baton.

None of the clients reported the assaults to police, it’s believed they occurred at least three, but no more than five times.

Richards was arrested the same day complaints were made.

A loaded semi-automatic carbine style .22 calibre rifle was located in his vehicle, along with ammo, a loaded magazine, and a Guy Fawkes mask.

Richards did not have a firearms licence for the non-restricted weapon.

The assault charge stemmed from the day prior, Dec. 12, 2022, during an incident at the University Village Shoppers Drug Mart on Fifth St. in Nanaimo.

“The male became belligerent and entered into Shoppers Drug Mart despite being told not to by (the security guard),” said judge Harvey: “The male cursed and swore at (the guard) before punching him once in the face. The punch occurred while (the guard) was escorting the male to the exit.”

Sentencing

During sentencing, court heard Richards has since attended a drug treatment program on the mainland where he’s currently living in a supportive housing complex. He is currently employed as a power engineer.

Representatives from the treatment centre and Richards’ boss were in court during sentencing arguments in June with glowing praise for Richard’s work ethic and commitment to sobriety.

Defence attorney Kendra Waugh said Richards was a heavy addict when he was first admitted to treatment, as his urine test was positive for amphetamines, benzodiazepines, cocaine, methamphetamine, MDMA, medical opiates, THC, fentanyl, and alcohol.

Waugh added Richards believes the arrest “saved his life”, and he’s been sober since June 2023.

While a psychiatric assessment deemed Richards a “low to moderate risk to re-offend,” judge Harvey said it’s clear to him the risk is tied directly to Richards’ sobriety.

Richards’ must also have no contact with the victim, submit a DNA sample, be prohibited from consuming alcohol or drugs besides a prescription, a ten-year weapons ban, and comply with a daily curfew of 8 p.m. until 6 a.m.

His criminal history includes a number of convictions between 2007-2015, mainly for non-compliance with court orders and failure to attend, along with mischief, uttering threats, and impaired driving.
