That appears to be fine on a relatively small scale, house-like project, but what would Step 5 look like on a 25-storey, reinforced concrete, residential building in the heart of an urban setting?

 

This one is proposed in Vancouver. And yes, it has balconies. 1400 Alberni.

It looks very old school. Like the Empire State Building or the Chrysler Building.

 

Small windows and the potential for lots of red brick should be well received in Victoria.  <_<

That North Park one hits step 5 mainly due to the roof of solar panels or what?

Rooftop solar, exterior window shades on east and west facing sides, double-thick party walls for noise and heat insulation, native plant low-water landscaping, according to the contractor's website. Step 5 is basically energy neutral, aka passive house

Presumably, you mean the Vancouver project shown above, not the North Park one. :P

The rendering on this page is from Cecelia looking north. The open space and parking lot are between the blue building and the school, with the yellow-green building at the back.

 

Drawings haven't changed too much since the April 2020 revisions, FYI.

This was approved on Feb 24 (I think unanimously).
