A $20,000 fine for a silly occurrence, where no one was harmed; meanwhile the "experts" say we should supply free narcotics for life to addicts.

It really does seem excessive.
What’s the fine if he used a glass instead?
If he cupped his hands under the sink faucet for some water there is no offence. This action is only marginally worse. And not really dangerous to anyone.
