Oak Bay tries again to plan future of marina property

Oak Bay council has agreed to hire a project lead consultant to help guide the planning process

However, during in-camera meetings in 2022, council decided not to proceed with that proposal. No reasons were revealed publicly.

After council couldn’t agree on a redevelopment plan, it decided in 2022 to extend Oak Bay Marine Group’s lease by five years and tackle the issue after a new council was elected that fall.

In early 2023, Oak Bay Marine Group decided not to continue leasing the 5,900-square-foot restaurant space, with about 130 seats, at the site. Oak Bay Marine Group chief operating officer Brook Catelsky said at the time that, like other restaurants, it had been dealing with labour shortages, supply issues and inflation. He could not be reached for comment Friday

The restaurant remains vacant.

Oak Bay Marina update coming this fall, says mayor

Final plans for the future of the Oak Bay Marina have yet to surface, according to Oak Bay Mayor Kevin Murdoch.

"We are into the background stuff again," Murdoch said.

According to the mayor, it is an exciting project for the district, and important foundational work is still being done.

"We are doing financial analysis right now."

The marina, located at 1327 Beach Dr., has a lease negotiated in 2022 that expires in 2027. The district owns the land and leases the building, as well as subleases the foreshore.

I thought oakbay said they were all built out, they could easily slap down 700 units there.

The District of Oak Bay is embarking on a community-consultation process on the future of Turkey Head, home to the Oak Bay Marina.

A request for proposals for a consultant to lead the process closes Oct. 4.

Oak Bay Mayor Kevin Murdoch said Friday that involvement of First Nations and the broader community in consultations is “super important” because it’s an important site with a lot of potential. “We want to make sure that we are actually realizing that potential.”

Consultants responding to the proposal call are being asked to provide three different approaches to consultation for council to consider.

The goal of the process, the proposal says, is to “identify a path forward that is generally supported by Indigenous communities and the Oak Bay community and that meets the four criteria established by council: First Nations partnership, sustainable financial return, site activation and public use and environmental stewardship.”

The current lease with the Oak Bay Marine Group for Turkey Head ends in 2027.

The property at 1327 Beach Dr. was developed into a marina in the early 1960s by the late Bob Wright. It was the home of Sealand of the Pacific and featured performing whales, but that part of the business was closed down in the 1990s.

Hold on. Didn’t we already go through this and they decided on an open air market sort of thing?

How long until the TC runs the predictable OpEd from an outraged renter saying the only acceptable use of the site is low income housing?
