Shockingly unexpected and entirely unpredictable turns of events.
Anyway, there's no end of examples of officials changing their tune about issues after they vacate a position or otherwise change circumstances. Like I say, it's all a test. If we're eager to casually dismiss somebody as an untrustworthy and/or incompetent liar on Tuesday then what does that indicate about us and our supposedly informed and justified confidence in that same individual on Monday? Same thing if we dismissed him before but now we believe him. Spoiler alert: nobody should assume this guy actually believed anything he was saying before, and nobody should assume this guy actually believes anything he's saying now. Actors read the lines that are put in front of them.

Got it. You make the claim that Etsy masks while standing up in the busy restaurants to go to the bathroom and elbow bumps killed the flu. And I need to prove you wrong?
Measures to limit virus transmission worked, yes.
I was at a dinner recently, sat away from the main table due to space. I looked over at a couple of people talking, the early evening sun shining in from over their shoulder perfectly illuminating the copious quantities of very visible spittle ejected from their mouths with every third word they spoke and landing on all sorts of surfaces on the table including plates.
Now, I know in your world this sort of spittle doesn't carry virus matter. However, in the real world governed by science and biology, viruses do in fact hitch a ride on it. Even cheap masks pose a significant barrier to this lovely speech spittle and it's why they were mandated when walking between tables in a restaurant. Were cheap masks perfect? I don't think anyone said they were, but along with measures like distancing they contributed to an overall damping effect on virus transmission.
