Frame Properties is hopeful council will review its 15-unit townhome proposal for 2540-2542 Shelbourne Street in the not too distant future, after a lengthy municipal planning process. I had a chance to chat with this developer recently, and we spoke of how their application process has gone over the years, and how things are changing with the new council. Frame issued a statement in response to several questions that were posed, and it's clear that the updates to MMHI are what should have been in the initial roll-out.

This seems like the same kind of densification we've seen along Shelbourne Street south of Hillside for the past 20 years.  I am not sure the current council deserves a great deal of credit.

If there is one area of the CoV where the "missing middle" isn't really missing, it's the Shelbourne corridor.

It remains very difficult to build more townhomes there, though. The rules and regulations are so onerous that I think the Frame proposal is on year 2 of what should have been a six month application, tops. Year 3 is around the corner if they don’t go before council soon.

Should be 6 weeks if we truly want to solve the housing crisis.

Developers ought to be able to hire their own process approvers at their own cost. Like they sometimes hire private engineers to stamp off approvals.

Forget the City inspectors. Anyone qualified ought to be able to move the process forward.

Council approved this today, without sending it to a public hearing.

 

Hammond, Gardiner and Coleman against (Coleman wanted to send it to public hearing).

Did you read the staff report? Oh my. It was like being back in time to 2005, and Malcolm Curtis of the TC was still covering new housing.

Despite the misgivings of city staff, Victoria council Thursday moved forward a 15-unit townhouse project on Shelbourne Street in the Fernwood neighbourhood.

By a vote of 6-3, council agreed to have staff prepare a rezoning amendment for 2540 and 2542 Shelbourne St. that will allow developer Frame ­Properties to replace two existing single-family homes with the townhouse project in two buildings.

I assume they'll be pet-friendly re: elephant seals. Too many buildings have drawn a hard line on that.

I feel like you're fishing for an argument.

I like those modern styles but I'm not sure today's CoV is keen on things like windows, balconies, and street-facing orientation.
