Central Saanich residents conflicted over four-storey rental-housing development

On the eve of a public hearing on a proposed 187-unit housing development, feelings are running high.

The proposed 57-unit seniors’ rental building would be operated by South Vancouver Island Housing Society, which runs Legion Manor. The second building would feature 117 market rentals and 13 lower-cost units, with first refusal given to workers at Saanich Peninsula Hospital.

Re: Public hearing looms for Central Saanich affordable housing project. The Hovey Road development application that is before Central Saanich council has truly become a "David vs Goliath" battle.

On the one hand, you have the "David" – a group of seniors who are fighting to save half of their well-established neighbourhood from being demolished to pave the way for two high-density buildings – in violation of the official community plan.

On the other hand, you have the Goliath – provincial Housing Minister Ravi Kahlon openly pressuring the municipality, the developer placing full-page ads in local newspapers, including a threatening statement,  and the latest, MP Elizabeth May writing council on her official letterhead to support this development.

Bizarre framing here, with "david" noted as a group of seniors, as though they are not fighting against senior's housing.

5 of the house owners have already signed on, and are under sales contracts.  All but one of the north side of the street.

On Monday night, Central Saanich council voted in favour of giving third reading to a zoning amendment, at the site of a proposed controversial housing development.

Mayor Ryan Windsor noted that this vote is on third reading, and not a final adoption on the matter, which will come at a later date.

Windsor said he has not fully determined how he will cast his vote, and is supporting third reading, to allow for more time to decide.
