I wonder if those balconies/sidewalk roofs were the olden-times way of dealing with birds pooping on pedestrians? *cough*

The balconies would help shade the lower level especially if there was produce for sale.
Later on many of the store fronts had rollup canopies.
As for the birds they likely didn't hang around Chinatown, or they would end up hanging in the window.

It was most likely there in 76. It was probably there in 56.
